Mr. Chris Dressel <br /> March 4,2014 <br /> Page 4 of 18 <br /> Ivy Tower Complex <br /> In May 2013, Studebaker Building 84 LLC acquired this property comprised of three adjoining <br /> parcels located at 600 United Drive and 635 S. Lafayette Blvd (see Figure 2). This property is <br /> located immediately to the east of the aforementioned Millennium property and United Drive. <br /> The property consists of three main buildings referred to as Buildings 84, 112, and 113 and date <br /> to prior use as part of the former Studebaker Corporation which ceased operation in 1963. Prior <br /> to acquisition, a Phase I ESA was completed for the City of South Bend Community and <br /> Economic Development by Wightman Petrie, Inc. (WPI) in February 2012. The Phase I ESA <br /> identified the following recognized environmental conditions associated with the property. <br /> • Identified location of a former underground storage tank (UST) system along Building <br /> 113. <br /> • The potential presence of additional undocumented UST systems. <br /> • Undocumented spills and/or releases at the Site related to historical manufacturing <br /> operations including a former paint building located at the southeast corner of the site. <br /> • Absence of any documentation regarding historical disposal practices. <br /> • Documented soil and groundwater contamination on nearby properties. <br /> • The potential presence of PCB transformers, asbestos-containing materials, and lead- <br /> based paint. Note, the PCB transformers were removed in December 2013 and the <br /> asbestos-containing materials are currently being removed as of the date of this proposal <br /> with completion scheduled for April 2014. The concrete and underlying soils beneath the <br /> transformers in one room (Transformer Room #3, see Figure 3) have been impacted with <br /> PCBs and will require cleanup. Lead-based paint abatement is scheduled to commence <br /> in April 2014 and be completed in six months. <br /> Subsequently, WPI completed a limited Phase II ESA at the Site. WPI identified petroleum <br /> impacts in the soil (from 0-5 feet bgs) at the northwest corner of the open lot south of Building <br /> 113. WPI concluded that the impacts were possibly limited to near the surface. The <br /> concentrations detected were above Indiana default industrial closure goals. Trichloroethylene <br /> was detected in groundwater samples collected from beneath the property at concentrations <br /> slightly above Indiana default residential closure goals.
