We have now done that. As part of our demolitions on the site we did <br />soil samplings and groundwater testing. We resubmitted that information to IDEM in late <br />2012. They've reviewed the information and we are now ready to go forward with what we <br />hope is the last phase of testing in preparation of a new remediation work plan. This <br />proposal from Hull addresses all of the issues we think are out there, the primary one being <br />groundwater. There may be some soil sampling done, but it will be small amounts because <br />that's already been done. The groundwater, however, needs some additional sampling. The <br />last time groundwater sampling was done was in 2004. This sampling will address the area <br />from Kendall/Indiana to the railroad tracks north of Ivy Tower, to Lafayette, to Prairie and <br />evaluate what is coming onto the site and what groundwater is leaving the site. We know <br />the groundwater is not pristine, but we do not expect an extremely significant finding. One <br />of the steps we are proposing is to establish an administrative control area under the St. <br />Joseph County Health Code. That is an area in which you will not be able to install a well <br />for drinking purposes. Any well drilling will have to go through extra steps so the Health <br />Dept can be aware of it. <br />This proposal includes a provision for establishing that administrative control area. The <br />administrative control area may be larger than Ignition Park itself, extending to include the <br />Oliver Industrial Park area as well, but we think that control area may be all the remediation <br />that is needed for Studebaker Area A. The scope of services will include temporary <br />sampling, installation of permanent wells and then monitoring of those permanent wells for <br />up to eight quarters. Ms. Kolata noted that another concern is whether what is in the <br />groundwater would have a tendency to evaporate up through the soil and impact indoor air <br />quality. The proposal includes a fair amount of money for analysis of that potential. The <br />proposal also includes the writing of the remediation work plan. Hull's fee will be based on <br />time and materials, not to exceed $300,778. The amount of money for this phase has been <br />in the Ignition Park budget for many years because we knew this scope of services needed to <br />be done eventually. <br />Ms. Kolata noted that Hull is proposing to do the testing in February, so we should have the <br />results by the end of February. She also noted that we intend to share the results with <br />Weaver Boos, the environmental consultant for the Renaissance District. <br />Ms. Schey noted that the Common Council used a considerable amount of the Studebaker <br />insurance settlement funds for the city's Smart Streets program and cautioned that a large <br />remediation bill might not have those funds to draw from. Ms. Kolata responded that this <br />proposal is to determine what needs to be done and what that might cost. There are still <br />significant funds in the settlement account and she does not expect the remediation will <br />require all of that. This expense does not deplete the environmental money that was set <br />aside in the original Studebaker /Oliver budget. She agreed that we do need to be cognizant <br />
