South Bend Redevelopment Commission <br />Regular Meeting —January 30, 2014 <br />6. NEW BUSINESS <br />A. South Bend Central Development Area <br />(1) Resolution No. 3203 approving and authorizing the execution of an Amendment to the <br />Addendum to the Master Agency Agreement (Hill & Colfax Drainage Improvements <br />Project — Supplement #1) <br />Mr. Kain noted that on August 15, 2013 the Commission approved an Amendment to the <br />Master Agency Agreement for consulting services related to drainage work on Commission <br />owned property at the northwest comer of Hill and Colfax. Resolution No. 3203 approves <br />an Amendment to that Addendum adding additional scope of services to the proposal from <br />Abonmarche, and increases the budget for the project. On December 12, 2013 the <br />Commission approved a contract for sale of land with Colfax Hill Partners, LLC to sell the <br />Hill & Colfax parcel. As part of this agreement, the Commission agreed to additional <br />hardscape improvements (parking lot paving, striping, sidewalks and landscaping) to the site <br />in the amount of $110,000. In addition to the hardscape improvements on -site, staff now <br />recommends off -site improvements around the Hill & Colfax property, including changes in <br />pavement markings to the street to enable on- street parking, new lighting and landscaping in <br />limited areas. The project budget for these improvements is $204,750. Staff requests <br />approval of Resolution No. 3203 and its Amendment to the Addendum to the Master <br />Agency Agreement with a project budget of $204,750. <br />Mr. Downes asked whether the on- street parking on Colfax would be angle parking. Mr. <br />Kain responded that there is not room for angle parking. Part of the scope of services of this <br />contract will be to determine how many parking spaces the project can get on the street. <br />Upon a motion by Mr. Downes, seconded by Ms. Schey and unanimously carried, the <br />Commission approved Resolution No. 3203 approving and authorizing the execution of an <br />Amendment to the Addendum to the Master Agency Agreement (Hill & Colfax Drainage <br />Improvements Project — Supplement #1). <br />B. Airport Economic Development Area <br />(1) Proposal from Hull Associates regarding Environmental Delineation and Sampling in <br />the area of Ignition Park. <br />Ms. Kolata noted that the proposal from Hull Associates concerns an area that we used to <br />call Studebaker Area A, which is essentially the current Ignition Park. The Commission <br />entered that area into IDEM's Voluntary Remediation Program (VRP) about ten years ago. <br />As part of the VRP we would identify what our environmental problems are, write a plan of <br />addressing those problems, and do the work. Then we would get from IDEM a Covenant <br />Not to Sue. So we entered the VRP at a very early stage. IDEM has never been content <br />with our fit because we weren't at a point where we could submit a remediation work plan. <br />They asked for one, we submitted one, they said it was incomplete, we said that's because <br />there are still buildings on the site. We have to take the buildings down before we can test <br />
