REGULAR MEETING OCTOBERT 28, 2013 <br /> <br />work, research and analysis that must be done. That as President Dieter pointed out that we are <br />better equipped to do because we have a talent manager in the HR Department and will continue <br />to look at just not these positions but at the overall salary structure for the city. And of course it <br />won’t be possible to adjust any part of that without the partnership of the Council. <br />Councilmember Dieter made a motion to continue Substitute Bill No. 53-13 until the October 30, <br />2013 Special Meeting of the Council. Councilmember Oliver Davis seconded the motion, which <br />carried by a voice vote of nine (9) ayes. <br />Chairperson White: I do know that some Councilmember’s had a comment. We do have a <br />motion on the floor. I am going to ask those Councilmember’s if you would be willing to submit <br />those in writing to all your Councilmember’s as well as the administration. I would like for you <br />to do the same as we requested for the previous bills and that you get those to the Council and <br />Administration by noon tomorrow. <br />Councilmember Henry Davis Jr.: No <br />Chairperson White: So we do have a motion that has been made and seconded and at this time I <br />will ask that all those in favor of the motion may I hear your vote. The motion carried by a voice <br />vote of nine (9) ayes. <br />Chairperson White: All Councilmember’s still have an opportunity to address all of your <br />concerns and questions, but the goal on Wednesday is to take action on the bills that are before <br />us. If you have some additional questions, comments that you would like to make sure that you <br />are heard and part of the record make sure that you cc those to John Voorde as well, so they will <br />be part of the record. <br />Councilmember Henry Davis Jr.: Well sure, Chairwoman, that is great and I keep going back <br />after this, is our heavy handed approach in trying to be fair, and streamline really does a <br />disservice to our dialogue when we are supposed to be debating issues on the floor. I know it <br />can get late and we can be here until 2 o’clock sometimes or what have you. But the job that we <br />are supposed to do is not supposed to be done through e-mail, a conversation at the water <br />fountain, it’s supposed to be done out in the public and in the open. And so the value of that <br />gives other folks that may be he sitting the opportunity to learn something different and to be <br />able to do something different and to be able to debate these things in the best interest of the city. <br />I’m not against requiring folks to a have a certain amount of time to talk, or any of those things. <br />But when we are in the interest of the city’s business we should be allowed to and I can be <br />allowed to do what is necessary to make sure my end result myself so that I think the best <br />possible vote for the folks that voted me into office. We can’t continue to restrict Council <br />conversation because somebody has to go to a part-time job or somebody has to work in the <br />morning. It’s just what it is, because I think that we work better when we have those <br />conversations openly and honestly out in the open instead of instead of sending all of these e- <br />mails that get answered, may not get answered and forgot what we are even talking about. <br />Chairperson White: This is the first time as Chairperson of the Committee of the Whole has <br />asked Councilmember’s to submit any questions or concerns. We have had a number of budget <br />meetings and throughout the whole process I would say that we started probably in August and I <br />am going to ask our City Clerk to identify the number of meetings that we have had. We know <br />that we have to take action on the budget this coming Wednesday, we will either vote it up or <br />vote it down, but through no way that I as Chair of the Committee of the Whole that I tried not to <br />allow Councilmember’s the opportunity for input and to have discussions and again as we try to <br />move forward that does not mean that on Wednesday, that Councilmember’s will still have the <br />opportunity for input throughout the process so again. <br />Councilmember Henry Davis Jr.: I am not coming down on you, I’m not playing, I’m not saying <br />that you are, I’m talking about the atmosphere and the culture that has been set this whole entire <br />year what the committee times and even like you’ve got 5 minutes, you’ve got 1 minutes, it’s <br />23 <br /> <br /> <br />
