COMMUNITY DEVELOPMENT <br />Housing Rehabilitation Assistance Program <br />Non - Profit Group Rehabilitation <br />Bonafide non - profit groups with an interest in improving <br />neighborhood housing conditions are encouraged to apply for grants <br />under the Community Development Housing Rehabilitation Assistance <br />Plan. All non - profit groups must provide a copy of their charter <br />under the State of Indiana identifying them as a non - profit group. <br />Application <br />A designated representative of the non - profit group shall apply <br />for a rehabilitation grant under the Housing Assistanc e Program <br />through the Bureau of Housing. An individual application must be <br />made for each house the group wishes to rehabilitate and be directed <br />to the Bureau of Housing in writing. The letter shall specify the <br />dwelling unit address, the time available for inspection, and the <br />group representative to be contacted for access to the unit. All <br />units must be located with the Housing Assistance Plan Area (see <br />Exhibit A) but not located within the approved Historic District of <br />South Bend (See Exhibit A -1). <br />Inspection <br />Upon receipt of the application an inspection appointment shall <br />be arranged with the group representative. The representative shall <br />accompany the inspector throughout the inspection of the unit and <br />shall point out those items over and above the major code violations <br />that are to be corrected. The inspector shall prepare a specification <br />write -up and submit it to the cost estimator for processing. The <br />completed specification is then presented to the Project Director and <br />the Chief Inspector for review and approval. <br />Grant Qualification Processing <br />The approved specifications are submitted to the Project Advisory <br />Board for referral to theRedevelopment Commission. The cash grant <br />shall be based on the estimated cost of repairs including labor. <br />Part or all of the cash grant may be used to purchase the unit but <br />the non - profit group must demonstrate its ability to rehabilitate <br />the unit without additional grant assistance. In no instance shall <br />the cash grant be used to purchase real property. The maximum grant <br />amount available for any one home is $5,000. <br />Provided all criteria have been met, the Redevelopment Commission <br />shall approve the application, sign the Contract Agreement, and disburse <br />the cash grant amount as follows: <br />1. An account shall be opened in a commercial bank in the <br />joint name of the Bureau of Housing of the City of <br />South Bend and the non - profit group. <br />2. The amount of the grant shall be deposited in the account <br />for each house approved for rehabilitation by the Redevelop- <br />ment Commission. <br />
