South Bend Redevelopment Commission <br />Regular Meeting — Thursday, October 10, 2013 <br />6. NEW BUSINESS (CONT.) <br />A. Public Hearing <br />(12) Consideration of Resolution No. 3169 appropriating and transferring monies for the <br />purpose of funding certain projects for the fiscal year beginning January 1, 2014 and <br />ending December 31, 2014. (Downtown Bond Debt Service Reserve) <br />Upon a motion by Mr. Varner, seconded by Mr. Downes and unanimously carried, the <br />Commission approved Resolution No. 3169. <br />(13) Public Hearing on Resolution No. 3157 appropriating monies for the purpose of <br />defraying the expenses of certain local public improvements for the fiscal year <br />beginning January 1, 2014 and ending December 31, 2014, including all outstanding <br />claims and obligations, fixing a time when the same shall take effect. (Redevelopment <br />Retail Operations) <br />Ms. Leonard noted that the dollar amount for Resolution No. 3157 is $149,425. <br />Mr. Relos noted that the public hearing file is complete, containing: (1) a copy of the Notice <br />of Hearing; (2) a copy of Resolution No. 3157, the subject of the public hearing; (3) an <br />affidavit from Kim Wilson, Publisher of the South Bend Tribune, that the Notice of Hearing <br />was published in that newspaper on September 20, 2013; (4) an affidavit from Jason Jolly, <br />Classified Manager of the Tri- County News, that the Notice of Hearing was published in <br />that newspaper on September 20, 2013. <br />Ms. Jones opened the public hearing for whoever wished to speak. There was no one who <br />wished to speak regarding Resolution No. 3157. Ms. Jones closed the public hearing for <br />whatever action the Commission wished to take. <br />(14) Consideration of Resolution No. 3157. <br />Mr. Varner asked whether the Redevelopment Retail expenses include the debt service. Ms. <br />Leonard -Inks responded that it does not. Mr. Vamerthen asked what the expenses are. Ms. <br />Leonard responded that the expenses include such things as maintenance of the retail spaces, <br />plaza maintenance and operational costs. <br />Upon a motion by Mr. Downes, seconded by Mr. Inks and unanimously carried, the <br />Commission approved Resolution No. 3157 (Redevelopment Retail Operations). <br />(15) Public Hearing on Resolution No. 3158 determining to appropriate monies for the <br />purpose of defraying the expenses of certain local public improvements for the fiscal <br />year beginning January 1, 2014 and ending December 31, 2014, including all <br />outstanding claims and obligations, fixing a time when the same shall take effect.
