<br />A. Public Hearing
<br />(1) continued...
<br />from Chris Dressel that the Notice of Hearing was sent to affected neighborhood
<br />associations and interested parties on September 25, 2013. (4) an affidavit from Kim
<br />Wilson, Publisher of the South Bend Tribune, that the Notice of Hearing was published in
<br />that newspaper on September 14, 2013; (5) and an affidavit from Jason Jolly, Classified
<br />Manager of the Tri- County News, that the Notice of Hearing was published in that
<br />newspaper on September 13, 2013.
<br />Ms. Jones opened the public hearing for whoever wished to speak. There was no one who
<br />wished to speak regarding Resolution No. 3174. Mr. Jones closed the public hearing for
<br />whatever action the Commission wished to take.
<br />(2) Consideration of Resolution No. 3174.
<br />Upon a motion by Mr. Varner, seconded by Mr. Downes and unanimously carried, the
<br />Commission approved Resolution No. 3174 amending the Development Plan of the South
<br />Bend Central Development Area.
<br />6. NEW BUSINESS
<br />A. Public Hearings
<br />(1) Public Hearing on Tax Increment Financing Resolutions No. 3159 (AEDA), No. 3160
<br />(SBCDA), No. 3161 (WWCDA), No. 3162 (DTMSD), No. 3163 (NNDA Fund #1), No
<br />3164 (NNDA Fund #2), No. 3165 (SSDA Fund #1), No. 3166 (SSDA Fund #3), No. 3167
<br />(DREDA) No. 3168 (Airport Bond Debt Service Reserve), No. 3169 (Downtown Bond
<br />Debt Service Reserve).
<br />Ms. Leonard noted the amount to be allocated by each Resolution as follows: Resolution
<br />No. 3159, $20,325,432; Resolution No. 3160, $5,667,711; Resolution No. 3161, $648,915;
<br />Resolution No. 3162, $3,702,500; Resolution No. 3163, $2,350,000.00; Resolution
<br />No. 3164, $3,323,228; Resolution No. 3165, $5,700,000.00; Resolution No. 3166,
<br />$5,485,000; Resolution No. 3167, $345,463; Resolution No. 3168, $5,000, Resolution
<br />No. 3169, $6,000.
<br />Mr. Relos noted that the public hearing file is complete, containing: (1) a copy of the
<br />Resolution No. 3156 setting the public hearing;- (2) a copy of the Notice of Hearing; (3) a
<br />copy of each TIF Resolution, numbered 3159 -3169; (4) an affidavit from Kim Wilson,
<br />Publisher of the South Bend Tribune, that the Notice of Hearing was published in that
<br />newspaper on September 20, 2013 and (5) an affidavit from Jason Jolly, Classified Manager
