COMMUNICATIONS
There were no Communications.
5. OLD BUSINESS
A. Public Hearing
(1) Continuation of Public Hearing on Resolution No. 3174 amending the Development
Plan of the South Bend Central Development Area.
Mr. Kain noted that the Resolution No. 3174 amends the development plan of the South
Bend Central Development Area by making primarily text changes to add language to
emphasize the importance of adding and expanding the range of downtown housing unit
types to encourage affordable housing and live -work space for artists. Artist districts often
serve as the catalyst for revitalization within downtowns. Other changes to the plan revise
and modernize the plan introduction and history and add time frames to existing plan
objectives. Also, minimal additions have been made to the plan goals and objectives adding
language supporting "complete streets" for cyclists and mass transit users. Resolution No.
3174 does not make changes to the development area boundary.
Mr. Relos noted that the public hearing file is complete, including: (1) A copy of Resolution
No. 3174 setting the public hearing; (2) a copy of the Notice of Hearing; (3) a statement
