The primary <br />intent of the program is to provide funds to continue programs, which <br />through budgetary and financial restrictions, might otherwise be cur- <br />tailed or eliminated. The areas in which we have felt the tightest <br />pinch in maintaining present programs with present financial means <br />are in Environmental Improvement and overall Personnel Administration. <br />The total amount of money received by the city for the first three <br />quarters of the program is $84,075.00. We are requesting to appro- <br />priate $54,846.00 of this money for the two programs as outlined in <br />the attached Ordinance. <br />We presently have four environmental protection officers employed by <br />the city, and it is felt to continue the program, and meet the demands, <br />there should be five. One of these would serve as a rover among the <br />four sectors of the city handled by the other four. Two of the four <br />presently employed are being paid through Community Development, and <br />the Department of HUD has indicated they will not continue to approve <br />of this type indefinitely. <br />We do not have local funds to provide the salary for the environmental <br />coordinator to coordinate the program on a city -wide basis, and are <br />consequently requesting funds for this salary. <br />The Accounting Clerk III position is that for the person handling <br />the River Bend Plaza office responsibilities. This, too, is a salary <br />paid through Community Development, which the Department of HUD has <br />indicated will not continue to be approved indefinitely. <br />The Personnel Department is, of course, an on -going program vitally <br />concerned with all areas of city government.
