February 23, 1977 <br />Members of the Common Council <br />Page 2 <br />advent of federal programs and the corresponding employment require- <br />ments that go with them, the advent of collective bargaining, state <br />and local laws setting requirements on this, Title VII OSHA require- <br />ments and the basic need to maintain and operate good personnel <br />policies. There is insufficient money available in the Civil City <br />Budget to fund this position. <br />We feel that the two programs will provide the vehicles to put this <br />money to good use for the City of South Bend. The amounts requested <br />will fund the positions for nine months, beginning April 1, 1977. <br />Attachment <br />
