As I look at my four years as Executive <br />Director of YSB, I am proud of the accomplishments of our agency. <br />In the pages that follow and the slide presentation that goes with <br />it, I hope to enlighten you about our work and prepare you for our <br />request for Revenue Sharing Funds for 1977. <br />The YOUTH SERVICE BUREAU is a body unique in our City Government: <br />we operate totally under the control of elected and appointed City <br />officials yet we have many characteristics of a private social <br />agency. Our Bureau reports to the Director of Human Resources and <br />all staff are employees of the City of South Bend. We have never <br />hired a politically- directed or patronage employee and instead have <br />a group of professional counselors and social workers who combine <br />the best attributes of public- service workers and social- service <br />professionals. <br />As Director of YSB, I have been responsible for securing all the <br />funding necessary to run the agency. We are not yet on the City <br />tax rolls. Our local funding to date has been the Revenue Sharing <br />money we have received each of the past four years._. More than 10 <br />different sources have rovided monies during my tenure with YSB. <br />During 1976, less than ,50,000 of Revenue Sharing money served as <br />the nucleus for an agency with a budget four times that amount! <br />Three employees, whose salaries were paid from Revenue Sharing funds, <br />served as the nucleus for an agency which numbers 24 full and part - <br />time staff! <br />In the pages that follow I will outline,in greater depth, our hist- <br />ory, our goals, our programs, our people, our long -term plan and, <br />most importantly, our 1977 request for funds. <br />
