260 Other Contractuals <br />The 1976 budget figure for this line item was for $330, 000. We <br />are requesting the same amount for 1977. Of this amount $320, 000 <br />will be paid to the Bureau of Water for their services in billing and <br />collecting sewage use charges. <br />We would like to point out that the sewage rate, under which we are <br />presently operating, is the one that was established in 1971 at the time the <br />plant expansion was undertaken and is based on 1970 operating figures. <br />The operating statement for 1970 losts customer accounts as $136, 628.78. <br />This then, means that the present charges are $186, 371 in excess of the <br />amount that the sewage rate provides. This reflects a 136% increase in <br />the charges to the Wastewater Plant. <br />263 Household, Laundry, Cleaning <br />The budget amount for 1976 is $8000. We are asking for 7500 for 1977. <br />Funds from this account supplies working clothes for Plant employees. <br />274 Legal Services <br />The budget amount for this item for 1976 was $20, 000. We are requesting <br />22, 000 for 1977. This account is actually professional and consulting <br />services. Some of the programs which would properly fall into this <br />category are: <br />I) Combined sewer overflow into the St. Joseph River. <br />This study is mandated by the E. P. A. working through the <br />State Board of Health. This is required by our N. P. D. E. S. <br />Permit (National Pollutant Discharge Elimination System) <br />II) Industrial Surveillance Program <br />A program to survey and monitor the waste discharge is also <br />required by the Plant N. P. D. E. S. Permit. To date most of this <br />work has been done "In House" by the Laboratory staff at a <br />savings. <br />III) Instrumentation <br />The Plant is equipped with a large number of meters and control <br />instruments. Some of these are quite sophisticated. The Plant <br />expandion has added quite a few even more sophiscated units. <br />For some time we have been considering entering into a service <br />contract with a instrumentation firm to maintain this equipment <br />for us. So far we have not been able to contact a suitable firm <br />and make a satisfactory arrangement. The expense would have to <br />come out of this fund. <br />
