(d) The Board shall cause to be published for two (2) <br />weeks,: once each week, in a newspaper of general circulation <br />published in the city, a notice informing the public and pro- <br />spective insurance companies of the general nature of the insurance <br />coverage needed and of the facts that complete specifications are <br />on file in such office, and calling for sealed proposals for such <br />coverage by a day not earlier than one hundred twenty (120) days <br />after the last of such publications. <br />(e) The Board shall require each insurance company to file <br />with such Board an affidavit that such company has not directly <br />or indirectly entered into any combination, collusion, undertaking or <br />agreement with any othEr company or any other person with reference to <br />such proposals in any way or manner whatever. <br />(f) Upon proper money appropriation by ordinance, the <br />Board shall, if a satisfactory proposal be received, let such con- <br />tract to the lowest or best proposal. <br />SECTION IV.
