Other <br />(1) continued... <br />Ms. Schey asked if the final approval goes through the City's Common Council. Ms. <br />Leonard -Inks responded that it does not. The Redevelopment Commission has the final <br />approval of appropriations of TIF funds. Ms. Leonard -Inks asked Ms. Schey if she was <br />thinking about the department's appropriation for personnel. Mr. Meteiver explained that the <br />Common Council appropriates from the general fund and operating expenses of the City of <br />South Bend. One of those funds is the Department of Community Investment. The public <br />hearing being set today is for the TIF Funds. <br />Mr. Varner asked whether Indiana House Bill HP10001 mandated the TIF budgets be <br />submitted to the Common Council for review or for approval. Mr. Meteiver responded that <br />the Redevelopment Commission is to provide the information for review only. Mr. Meteiver <br />believes the legislative intent was to increase the information flow between the Commission <br />and the Council. So that the council is aware in more detail what is going on. <br />Mr. Varner noted that this should be clarified when it comes before the council next time, <br />that it is only for review. <br />Ms. Schey noted that council is scheduling additional budget hearings with each department <br />as the 5 -10 minutes allocated for each Department which was not enough. She requested <br />that the Redevelopment Commission schedule a follow -up meeting with the Council to go <br />over the Redevelopment budget. <br />Upon a motion by Ms. Schey, seconded by Mr. Varner and unanimously carried, the <br />Commission approved Resolution No. 3156 setting a public hearing for October 10, 2013,on <br />the appropriation of Tax Increment Financing revenues from various allocation areas for the <br />payment of certain obligations and expenses related to their respective allocation areas and <br />other related matters. <br />(2) Agreement for Plan Development Funding with Urban Enterprise Association of South <br />Bend, Inc. (West Side Corridors Master Plan) <br />Mr. Divita noted this Agreement is with the Urban Enterprise Association of South Bend <br />(UEA) which is related to the development of the West Side Corridors Master Plan. Under <br />the terms of the agreement, the Commission and the UEA agree jointly to select a plan <br />consultant, contract for planning consultant professional services, and participate in plan <br />development sessions. The UEA agrees to contribute up to $150,000 toward the cost of the <br />plan, with the City of South Bend providing the balance of the funding. The city's specific <br />monetary contribution will be determined at the time of contract award. <br />
