SECTION-II. Chapter 20, Article 7, Section 20 -102 Snow Routes; Desig- <br />nations; Posting, of the Municipal Code of the City of South Bend, Indiana, <br />is hereby amended to read in its entirety as follows: <br />Sec. 20 -102. Snow Routes; Designations; Posting; Filings with the <br />City Clerk. <br />(a) The Board of Public Works shall designate streets which. are <br />heavily traveled and are necessary throughfares for the movement of <br />vehicular traffic through the City as snow routes. An annual review of <br />the snow routes by the'._Traffic "Engriineer arid_the_Common Council_Committee <br />on Public Works shall be done and a written report filed with the City <br />Clerk by July 1st of each year. <br />(b) All streets designated as snow routes shall be posted with <br />suitable signs or markers. <br />(c) A master plan designating street priorities for snow removal <br />must be formulated by the Board of Public Works and filed with the City <br />Clerk by July lst. Any changes or additions to such plan shall be filed <br />within forty -eight (48) hours of the effective change or addition. <br />SECTION IV. Chapter 20, Article 7, Section 20 -103 Snow Removal <br />Condition of the Municipal Code of the City of South Bend is hereby <br />amended to read in its entirety as follows: <br />Sec. 20 -103. Snow Removal Condition <br />I (a) A Snow Removal Condition shall be in effect when four (4) or <br />more inches of snow has accumulated in one continuous period and has been <br />reported publicly, by the U.S. Weather Bureau, or as called by the Snow <br />Removal Coordinator. <br />(b) A Snow Removal Condition shall continue in force and effect <br />until the Snow Removal Coordinator declares it to be over by issuing a <br />press release to the local radio, television, and news services. <br />SECTION V. Chapter 20, Article 7, Section 20 -103A Formal Declara- <br />tion of a City -wide Snow Emergency, of the Municipal Code of the City of <br />South Bend is hereby amended to read in its entirety as follows: <br />Sec. 20 -103A Formal Declaration of a City -wide Snow Emergency <br />(a) When, in the opinion of the Snow Removal Coordinator, the actual <br />or expected precipitation of snow will create hazardous or dangerous high- <br />way conditions for vehicular or pedestrain traffic, he shall have the <br />authority to declare a City -wide Snow Emergency. <br />(b) The Snow Removal Coordinator shall immediately inform the <br />public of the City -wide Snow Emergency by issuing a press release to the <br />local radio, television, and news services. <br />(c) The City -wide Snow Emergency shall continue in force and effect <br />until the Snow Removal Coordinator declares it to be over in the same <br />manner as provided for in sub - section (b). <br />SECTION VI. Chapter 20, Article 7, Section 20 -104 Traffic Regula- <br />tions During a Snow Removal Condition and During a City -wide Snow Emergency, <br />of the Municipal Code of the City of South Bend is hereby amended to read <br />in its entirety as follows: <br />Sec. 20 -104 Traffic Regulations During a Snow Removal Condition and <br />During a City -wide Snow Emergency. <br />(a) Once the U.S. Weather Bureau publicly announces that four (4) <br />or more inches of snow has accumulated a Snow Removal Condition shall be <br />in effect, or as called by the Snow Removal Coordinator. <br />(b) Once either a Snow Removal Condition is in effect or a City -wide <br />Snow Emergency has been delcared and during their existence: <br />(1) No vehicle shall be parked on a snow route. <br />(2) The pushing of snow onto any City street by an individual is <br />prohibited. <br />(3) Any vehicle parked, stalled, incapable of moving under its own <br />power, or left unattended upon any street designated as a snow route shall <br />be impounded. <br />
