(4) All vehicles on streets not designated as a snow route must be <br />parked on the even -side of the street. All vehicles shall remain parked <br />on the even -side of the street until the opposite side has been cleared <br />of snow. Once the opposite side has been cleared of snow, vehicles shall <br />be parked on the cleared side. Once the entire street has been cleared <br />to the curb -line vehicles may be parked on both sides, unless otherwise <br />prohibited. Vehicles violating this sub - section shall be impounded. <br />(5) The Snow Removal Coordinator shall. have the power to designate <br />vehicles such as Bureau of Street-vehicles and.:..snow mobiles.as "Temporary <br />Emergency Vehicles" if in his opinion such designation is necessary to in- <br />sure the health and safety of the citizens of the community. <br />(6) Any individual abusing the services of City Emergency Vehicles <br />shall be subject to the penalty provisions of Section 20 -105 and shall reim- <br />burse the City for all costs expended in responding to any false call. <br />(7) The Snow Removal Coordinator may declare any snow route or any <br />part of a snow route to be free from the restrictions herein imposed when, <br />in his opinion the weather or street conditions warrant such an exclusion. <br />The Snow Removal Coordinator shall give notice of this determination in the <br />manner provided for in Sub- section (b) of Section 20 -103A. <br />SECTION VII. Chapter 20 Article <br />a Weather Disaster of the Municipal Code <br />hereby amended to read as follows: <br />7, Section 20 -103B Declaration of <br />of the City of South Bend is <br />Sec. 20 -1O3B Declaration of a Weather Disaster <br />(a) The Snow Removal Coordinator shall immediately inform the public <br />of a Weather Disaster by issuing a press release to the local radio, tele- <br />vision, and news media. <br />(b) The Snow Removal Coordinator shall have the power to limit <br />traffic within the City. Any one traveling on City streets without a <br />valid emergency reason shall be subject to the penalty clause of Section <br />20 -105. <br />(c) The Snow Removal Coordinator shall have the power to take <br />whatever action is reasonably necessary to insure the health, safety, and <br />welfare of the citizens during a weather disaster. <br />(d) The Weather Disaster shall continue in force and effect until <br />the Snow Removal Coordinator declares it to be over in the same manner as <br />Sub - section (a). <br />SECTION VIII. Chapter 20, Article 7, Section 20 -105 Penalties shall <br />remain as follows: <br />Sec. 20 -105 Penalties <br />Any person violating the provisions of this Article may be fined <br />not more than three hundred ($300.00) dollars. <br />SECTION IX. SEVERABILITY. If any provisions of this bill are held <br />invalid, such invalidity shall not affect other provisions or applications <br />which can be given without the invalid provisions or application and to <br />that end the provisions of this bill are declared to be severable. <br />SECTION X.
