(4) All vehicles on streets not designated as a snow route must be parked on the even -side of the street. All vehicles shall remain parked on the even -side of the street until the opposite side has been cleared of snow. Once the opposite side has been cleared of snow, vehicles shall be parked on the cleared side. Once the entire street has been cleared to the curb -line vehicles may be parked on both sides, unless otherwise prohibited. Vehicles violating this sub - section shall be impounded. (5) The Snow Removal Coordinator shall. have the power to designate vehicles such as Bureau of Street-vehicles and.:..snow mobiles.as "Temporary Emergency Vehicles" if in his opinion such designation is necessary to in- sure the health and safety of the citizens of the community. (6) Any individual abusing the services of City Emergency Vehicles shall be subject to the penalty provisions of Section 20 -105 and shall reim- burse the City for all costs expended in responding to any false call. (7) The Snow Removal Coordinator may declare any snow route or any part of a snow route to be free from the restrictions herein imposed when, in his opinion the weather or street conditions warrant such an exclusion. The Snow Removal Coordinator shall give notice of this determination in the manner provided for in Sub- section (b) of Section 20 -103A. SECTION VII. Chapter 20 Article a Weather Disaster of the Municipal Code hereby amended to read as follows: 7, Section 20 -103B Declaration of of the City of South Bend is Sec. 20 -1O3B Declaration of a Weather Disaster (a) The Snow Removal Coordinator shall immediately inform the public of a Weather Disaster by issuing a press release to the local radio, tele- vision, and news media. (b) The Snow Removal Coordinator shall have the power to limit traffic within the City. Any one traveling on City streets without a valid emergency reason shall be subject to the penalty clause of Section 20 -105. (c) The Snow Removal Coordinator shall have the power to take whatever action is reasonably necessary to insure the health, safety, and welfare of the citizens during a weather disaster. (d) The Weather Disaster shall continue in force and effect until the Snow Removal Coordinator declares it to be over in the same manner as Sub - section (a). SECTION VIII. Chapter 20, Article 7, Section 20 -105 Penalties shall remain as follows: Sec. 20 -105 Penalties Any person violating the provisions of this Article may be fined not more than three hundred ($300.00) dollars. SECTION IX. SEVERABILITY. If any provisions of this bill are held invalid, such invalidity shall not affect other provisions or applications which can be given without the invalid provisions or application and to that end the provisions of this bill are declared to be severable. SECTION X. This Ordinance shall be in full force and effect from and after its passage by the Common Council and approval by the Mayor, and after legal publication. !'
