REGULAR MEETING <br />REPORT OF THE COMMITTEE OF THE WHOLE <br />To the Common Council of the City of South Bend: <br />MARCH 23RD. 19 <br />Your Committee of the Whole to whom was referred "An Ordinance transferring monies from M -216, Building Depart- <br />ment, Traveling Expense, Electrical Department, $100.00 to M -711, Properties for Electrical Department (to <br />purchase T.V. testing equipment); from P -11, Police Salaries, $294.30 to E -11, Office of City Judge Salary of <br />Bailiff (to bring salary up to 9f increase for 1953); from L -724, Engineer Properties, $1300.00 to ngineer L-11, <br />Services Personal (for hiring summer -time draftsman); from P -11, Police Department, Services Personal, $2500.00 <br />to P -334, Police Department, Other Garage and Motor Supplies ". <br />Respectfully report that they have examined the matter and that in their opinion this ordinance be held in the <br />Committee of the Whole until the next meeting on April 13th* <br />W. A. HAHN, Chairman <br />Councilman Niezgodski made a motion that the report be accepted. Councilman Muszynski seconded the motion. <br />Motion carried. <br />REPORT OF THE COMMITTEE OF THE WHOLE <br />To the Common Council of the City of South Bend: <br />Your Committee of the Whole to whom was referred "An Ordinance for safeguarding persons and property and <br />promoting the welfare of the public: creating the office of electrical inspector and prescribing his duties: <br />establishing standards for electrical equipment and for its installation and requiring conformity therewith: <br />making it' unlawful to undertake the installation of electrical equipment without a permit therefore, and <br />creating an electrical examining board and a board of review and prescribing their duties: providing for the <br />licensing of persons-, firms, and corporations undertaking the installation of electrical equipment, and <br />operators of moving picture projectors, and electrical contractors and dealers in electrical equipment, and <br />making it unlawful to undertake the installation of electrical equipment or operation of moving picture <br />projectors.,without a license except as otherwise provided: providing penalties for the violation of this <br />ordinance, and repealing all ordinances an garts of ordinances in conflict herewith% <br />Respectfully report that they have examined the matter and that in their opinion this ordinance go to the <br />Council favorable as amended, and that the report be accepted* <br />W. Councilman Hahn seconded the motion* Motion <br />carried. <br />ORDINANCE NO. 3912 (AS .FENDED) <br />AN ORDINANCE APPROPRIATING ALL PARKING METER FEES <br />AND FUNDS TO THE BOARD OF PUBLIC WORKS AND SAFETY <br />OF THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR THE <br />USES AND PURPOSES SET FORTH THEREIN IN ACCORDANCE <br />WITH CHAPTER 236 OF THE ACTS OF THE GENERAL ASSEMBLY <br />OF THE STATE OF INDIANA OF 1945, AS AMENDED BY CHAPTER <br />303 OF THE ACTS OF THE GENERAL ASSEMBLY OF 1951• <br />Councilman Korpal made a motion that the ordinance be amended by striking out 1100 meters and inserting "500 <br />meters" at $23,000.00 and the difference of $27,600.00 be transferred to the Street and Traffic Fund, making <br />the total $52,600.OQ instead of $25,000.00. Councilman Muszynski seconded the motion. Co.) <br />The ordinance was given first reading by title and second reading in full. Councilman Hahn made a motion for <br />suspension of rules. Councilman Kor a1 seconded the motion. Motion carried by a roll call vote of 8 ayes - <br />0 nays - 1 absent (Councilman Bestle5. <br />The ordinance wasgiven third reading.and passed by a roll call vote of 8 ayes - 0 nays - 1 absent (Councilman <br />Bestle). <br />
