<br />brings a Three Hundred Dollar increase to the Assistant Superintendent. The salary of the Clerk of the Park Board
<br />was raised from Twenty -One Hundred ('12100.00) Dollars, the sum appearing in the City Controller's report, to Twenty -
<br />four (12400.00) Hundred Dollars. The vote on the last change being five for and the four following: Mr. Richardson,
<br />Mr. McCarthy, Mr. Pulaski and Mr. Brannan against the increase over the Mayor's recommendations.
<br />All of the above changes were approved by the Mayor and ordered included in the salary and appropriation ordinances
<br />to be completed and submitted to the meeting of the Common Council at 7:30 o'clock P.M., on Wednesday, August 13,
<br />1941, as the appropriation ordinances for the City of South Bend for the year 1942.
<br />It was also understood that the Mayor would submit a formal letter containing his recommendations at said meeting of
<br />the Common Council.

<br />Gentlemen
<br />At the regular Council Meeting held August 11th, I submitted to your Honorable Body a letter containing certain
<br />recommendations in connection with the proposed budget of the City of South Bend for the year 1942.
<br />Reference was made in that letter to a meeting.of the Finance Committee of the City of South Bend to be held the
<br />evening of August 12th, and, certain recommendations were withheld pending consideration of the proposed budget at
<br />that meeting.
<br />In conformity with the discussions and conclusions reached by the Finance Committee held last night, I an making the
<br />following additional recommendations:
<br />1. Salary for the additional Deputy City Clerk increased from $1408.00, as appearing in the report of the City
<br />Controller, to 11472.00.
<br />2. Salary of the Probation Officer increased from 11877.32, as appearing in the City Controller's report, to 12000.0
<br />3. Salary of the Bailiff of the City Court raised from 11702.32, the amount appearing in the City Controller's
<br />report, to 11800.00.
<br />4. Salaries of the two Custodians raised from $2560.00, as appearing in the City Controller's report, to 12816.00.
<br />5. Salary of the Superintendent of Parks raised from :13300.00, as appearing in the City Controller's report, to
<br />13600.00.
<br />6. Salary of the Assistant Superintendent of Parks raised from 12205.00, as appearing in the City Controller's
<br />report, to 12400.00.
<br />7. Salary of the Clrerk of the Park Board increased from 12100.00, the sum appearing in the City Controller's report,
<br />to 12400.00.
<br />The salaries of all members of the Police and Fire Departments and Electrical Department to be increased 5 %.

<br />Councilman Niezgodski made a motion that the letter be accepted and placed on file. Councilman Hull seconded the

<br />President Richardson stated that due to the incorrect reading of the budget ordinances at the previous regular meet-
<br />ing, the following motion had been submitted:
<br />We have been informed that the method of reading ordinances relating to the budget, after their introduction on the
<br />Ilth day,of August, 1941, was contrary to the rules of the Common Council, and, therefore, to assure that the budget
<br />if properly adopted and passed, I wish to make the following motion:
<br />I move that the following ordinances introduced on the 11th day of August, 1941, to the Common Council to the City
<br />of South Bend, Indiana, and which the minutes show were improperly read on second reading, be stricken from the files
<br />to -wit:
<br />1. An Ordinance fixing the tax levy for the year 1942 for the Municipal Civil City of South Bend, Indiana.
<br />2. An Ordinance fixing the salaries and providing for paid vacations for certain city officials and employees of the
<br />Municipal City of South Bend, Indiana, and repealing all ordinances and parts of ordinances in conflict therewith
<br />3. An Ordinance fixing the salaries for the various officials of the civil City of South Bend, Indiana, for the
<br />period commencing January 1, 1942, and ending December 31, 1942, both inclusive.
<br />4. An Ordinance appropriating monies for the purpose of defraying the expenses of the City Plan Commission of the
<br />City of South Bend, Indiana, for the fiscal year beginning January 1, 1942, and ending December 31, 194.2, including
<br />all contractual obligations and fixing a time when the same shall take effect.
<br />5. An Ordinance appropriating monies for the purpose of defraying the expenses of the firemen's pension fund of the
<br />City government of the City of South Bend, Indiana, for the fiscal year beginning January 1, 1942 and ending
<br />December 31, 1942, including all outstanding claims and obligations, and fixing a time when the same shall take
<br />effect.
