Members of the Common Council, <br />City of Scu th Bend, <br />South Bend, IndlAne. <br />Gentlemen: <br />Your honorable body has referred to me a communication from the City of Cleveland in regard to <br />the Unit -ed States Housing Act of 1937. <br />I have a copy of this Act, S 1655, entitled "A Bill to provide financial•Pssista.nce to the <br />States and political subdivisions thereof for the elimination of unsafe and insanitary housing <br />conditions, for the provision of decent, safe, and sanitary dwellings for families of low in- <br />come, and for the reduction of unemployment and the stimulation of business activity, to create <br />a. United States Housing Authority, and for other purposes." <br />I have studied this Bill and find it would be of greet benefit to the City of South Bend, if <br />enacted into law. I therefore recommend that your honorable body adopt a. resolution in support <br />of this measure and send copies of same to the Honorable Frederick Van Nuys, Honorable Sherman <br />Minton, and Honorable Samuel B. Addition to the City <br />of South Bend I desire a shame of cla.ssific ^tion of these lots from B residential district and <br />A Height and area district to C Commercial District end D Height and area. district. <br />It is,the intention-of the undersigned to build on said lots, which are loceted•on West - <br />moor on the corner of Westmoor and Goodlpnd Streets in the City of South Bend., a restaurant <br />building. This property is within four ( 4) blocks of the Bendix Bra-ke Corporation and is a <br />territory little used for residential purposes. The lots are all. vacant at present, and I in- <br />tend to construct on said property a modern storeroom and to operate a, restaurant business there <br />in. This territory is now being built up ns commercial and industrial property and has very <br />little use es residential property. <br />It is the belief of the undersigned that there will be no objection from any of the adjoin- <br />ing property owners to such.change of use by your honorable bodies. <br />Mrs. Anne. Motion carried. <br />P E T I T I O N <br />To the Member of the Common Council of the <br />City of South Bend: <br />We, the people end property owners bordering on Elmer Street and Huey Street between <br />Olive end Johnson, anal between Rorrers and Fredrickson Streets, do vigorously protest against <br />any and all dumping of garbage, tin/ cans, trash and all dump upon Elmer and 4uey Streets. <br />This terrible nuisance is infested with rats and mice and is endangering the lives of the <br />community, devaluing surrounding proper•tL, endangering the lives and. health of children who <br />play along this misused area-. <br />We therefore petition the City Council, Police Department, the Board of Health and the <br />property owners of these vacant lots to take immedi .te action and place warning sign end clean <br />up this commons from any and all dump so conspecuous and obnoxious. <br />We insist this petition be acted upon.immediately. <br />(32 signers) <br />Councilman Goetz moved that said petition be referred to the Board of Safety.
