<br />motion of Councilmen James was referred to the finance committee and that it be considered at
<br />Budget Time. Councilman Bierwegen seconded the motion. ?potion carried.

<br />The Acts of 1937 provide ways end means of remedying the housing situtation existing in the
<br />communities of the State of Indiana.. The condition in the Lity of.South Bend hus become extreme-
<br />lv serious. The Health Depflrtmert finds it necessary to condemn many houses in order to protect
<br />the health of the city, Fnd the scs•reity of de- Rings is such that families are unr:ble to find
<br />a place to live when forced to move from these condemned houses. In me.ny cases they Fre taken
<br />in by relatives or friends, thus cn using overcrowding which again creati�s�-° unsanitary conditions
<br />detrimental to .,the health of the community. These fpmilie s must be taken care of as soon_ as
<br />possible in crder to eliminate this condition.
<br />Provision -has been.mede by the Indi =3na Legislature for the clearance of slum areas and the er-
<br />ection of sanitary dwellings for families of lour income. The Mayor respectfully requests that
<br />yo-_ir honorable body pens a resolution creating a "Housing Authority" pursuant to Chapter 207 of
<br />the Acts of 1937•

<br />A RESOLUTION DEGLARIYG THAT THERE IS A NFED FOR A HCT.TgING AUTHORITY IN THE CITY. OF SOUTH BEND
<br />AND AUTHCRIZING THE *?AYOR OF THE CIVIL CITY TO CREATE--SUCH HOUSING BOARD PURSUANT TO THE ACTS
<br />OF 1937, CHAPTER 207, SECTION 4.
<br />BE IT RESOLVED by the Common Council of the Civil City of South Bead:
<br />That it appearing to the setisfaction Of this body th:r:t there are unsanitary and unsafe inhabited
<br />dwelling accomodat ions in the City, and further that there sre shorta.gee of safe and sanitary
<br />dwelling accomodations in the City of South Bend available to persons of low income at rentals
<br />they can afford, end it appearing to the satisfaction of this body that such overcrowding and
<br />lack of housing facilities constitute a peril to the life of the peonle,occupying such dwellings
<br />by reason of unsanitary health conditions and dap ger of fire and other pestilence, it is the
<br />sense sfd thought of this body that the Mayor of the Civil City of South Bend be authorized and
<br />directed to create a housing boerd consisting of five (5) commissioners: one to be appointed for
<br />one year, one for two yepTr, one for three years and two for e term of four years. Said Commiss-
<br />ioners to serve without compensation excepting expense allowances as set out in Section.5 of
<br />Chapter 207 of the Acts of 1937.
<br />And further it is the se -se of this body that said board so created shsll operate under and pur-
<br />suant to Chapter 207 of the Acts of 1937 end eh?11 have such rowers and duties as set out In said
<br />Chapter 207 of the Acts of 1937.
<br />And further it is the sense of this body thpt an emergency exists for the immediate creation of
<br />said housing authority to permit the City of South Bend to avail itself d5f the assistance of Fed,
<br />eral and State projects in the matter of removing the slum clearance problem of said City', and
<br />that a con-t of this resolution, duly authenti.cpted. by the Clerk of this body, be forwprd.ed to
<br />the Mayor of the Civil City for appropriate action in conformity to the tenure of this resolution
