A.) <br />Councilmen Rasmussen seco <br />ORDINANCE NO. 3199 <br />An Ordinance repea.lirg certein_perts of Ordinance Number 3196. <br />The Ordinance wpb given its first reeding by title, its second reading in full and on <br />motion of Councilman Goetz was referred to the Zoning Commission. Councilman Chambers seconded <br />the motion. Motion •carried. <br />ORDIXANCE NO. 3200 __ <br />An Ordinance providing for the administration and enforcement of the regulations governing <br />traffic upon the public streets of the City of South Bend establishing a city traffic engineer <br />and setting forth his duties, also establishing a traffic division and bureau and wetting forth <br />the membership and duties of such bureau, and repealing such parts of Ordinances that may be <br />in conflict herewith only insofar as the conflict and supplementing the traffic ordfnences, but <br />in no way repealing the intent or purposes of said ordinances. <br />The ordinance was given its first reading by title, Councilman Hull moved that since each <br />councilman has a copy to dispense with the second reading and refer said to.the Committee of <br />the Whole for consideration. That it be a public hearing, asking the traffic engineer, Police <br />Chief, Deputy City Clerk, Judge and Controller to present. Councilman Goetz seconded the motiox <br />Motion carried. <br />Councilman James reported that the Civil Service Committee which consists of three members of <br />the Council, end three outsiders all appointed by the Mayor, had several meetings. <br />Resolution and Preamble presented by the Civil Service Committee was read by Councilman James. <br />RESOLUTION <br />'WHEREAS, The adoption of civil service has been widely recommended.and urged for.stet( <br />and municipal employees throughtout the-United States, and <br />WHEREAS, A committee has been heretofore appointed by the Common Council of the City <br />of South Bend and by the Honorable Mayor of said -city for the purpose of studying suggested <br />civil service end personnel merit systems as applied to municipal employees, and <br />WHEREAS, Said committee has recommended that this Common Council memorialize the Gen- <br />eral Assembly of the State of Indiana, now convened in its eightieth regular session, to adopt <br />• <br />• <br />0.1 <br />• <br />
