449 <br />e concurrent resolution providing for the appo,ntmer_t of a, commission for the study of civil <br />service and personnel merit systems for state and municipal employees, <br />SECTION I - Now, therefore, be it resolved by the Common Council of the City of South <br />Bend, State of Indiana, that the General Assembly of the State of•Indiena, in its eightetth <br />regular session, be, and it is hereby, mem- rielized to adopt a. concurrent resolution for the <br />appointment of 2 commission to study civil servicd and personnel merit systems as affecting <br />state and municipal employees, and providing further for the rLport of such committee, with <br />recommendations of proposed legislation, to the Governor of the State of Indiana, not later then <br />October 30, 1939. <br />SECTION 2 The clerk of the Common Council is.hereby instructed to send a coty of thi <br />resolution to the Governor of the State of Indiana, to the Lieutenant- Governor and to the Spe+a.ke <br />of the House of Representatives of the General .Assembly and to each representative And senator <br />retrresentina St. Jose -ih County of Said General Assembly. <br />Wm. Councilman Goetz seconded the motion. <br />?dot ion carried. <br />A CONCURRENT RESOLUTION RELATIVE TO <br />A STUDY OF CIVIL SERVICE FOR MUNICI -: <br />PAL EMPLOYEES OF THE STAVE OF INDIANA <br />PREAMBLE <br />WHEREAS 'Civil service and personnel merit systems have been proposed for various <br />classes of state and municipal employees in the State of Indiana,.and <br />WHEREAS, The study of.such systems is of great import to all of the citizens of the <br />State of Indiana and of such magnitude and importance that it cannot be made properly by un- <br />official or self- appointed committees, and <br />WHEREAS, That personnel system which will bring to the state and municipal government <br />of the State of Indiana the greatest amount of efficiency and ability is most desirable; <br />SECTION I BE IT RESOLVED By the General Assembly of the State of Indiana that a <br />commission of not less than five nor more then nine persons, to be known and designated as the <br />Indiana Civil Service Study Commission, to be selected and nppointed'b� the Governor of the <br />State of Indiana, one of which persons shall be designated as chairmen by the Governor, is here- <br />by created for the purpose of making a study of civil service and other personnel merit systems <br />for state and municipal employees in the State of.Indiana, including such matters hs said com- <br />mission may deem proper end more particularly but not in limitation of the foregoing the powers <br />end duties hereinafter enumerated: <br />1. To study all civil service and personnel merit systems for state and municipal <br />employees now in force and effect in other states or proposed for adoption by the legislative <br />bodies of other states or recommended by commissions, societies or org�aniza:tions which have mad E <br />a. < study. of sai.4 subiect,, with e view to determining whether such systems are prectical and <br />worthy.of enactment into 1nw in this state and determining further what state end municipal <br />employees, if any, should be included under said systems if the same are to be authorized by <br />statute to be eneoted in this state and recommending the enactment of such new laws as said <br />commission msy determine advisable qnd the repeal of such laws now in force and effect as may <br />become unnecessary and obsolete in view of the passage of laws so proposed by said commission. <br />2.I To prepare and submit to the next general assembly a statement showing in detail <br />the results of ` such study end survey, together with the forms of such bills and•acts as the com- <br />mission may find to be proper or advisable upon such subject, with its recommendations for the <br />enactment of said bills, tnd a list of such statutes now in force and effect in the State of <br />Indiana as may be rendered unnecessary and obsolete, if said proposed bills are enacted, with <br />recommendations for the repeal of such laws. <br />SECTION 2. No member-of such commission shall receive any compensation for his <br />services. Each member shall be reimbursed for his actual and necessrr y expenses incurred in <br />the performance of his duties as a member of such commission. The commission may employ such <br />assistants as it may deem necessary. <br />SECTION 3. Upon comrection of such study end survey such commission shall make and <br />.file with the Governor a report of its findings and recommendations as aforesaid, which report <br />shall be published for general distribution througha)t the state not later than October 30., 1938, <br />Such report shall be transmitted by the Governor, together with such recommendations as he may <br />see fit to make, to the regular session of the general assembly of the Stete of Indiana of 1939• <br />SECTION 4. The expenses incurred by the commission shall be paid out of the <br />fund end the expense incurred by it in the printing end distribution of <br />its report shall be paid out of funds eveileble for state printing. <br />Councilmen James moved that in the heading of the Preamble this correction be made "for str'te <br />and municipal employees." Councilmen Goetz seconded the motion. Motion carried. <br />There -!.being no further business, Councilman Chambers moved to adjourn. Councilman Bierwagen <br />seconded the motion. Motion carried.
