(f) Organization. Within two (2) weeks after the effec- tive date of this ordinance, all members shall be appointed. Within forty -five (45) days after all of the members have been appointed as herein provided, they shall hold a meeting to se- lect a chairman, vice - chairman, and secretary. At the first meeting of every calendar year thereafter, such officer shall be selected in the same manner. (g) Meetings. The Commission shall meet not less than four (4) times per year at the call of the Chairman. (h) Purpose and specific powers. The purpose of the Com- mission shall be to develop and encourage energy conservation programs and policies. In carrying out this purpose, the Com- mission may exercise the following powers: (1) To advise the City Administration and the Common Council on efficient uses of present and future sources of energy by developing: (a) long - range energy conservation plans, and (b) emergency energy plans. (2) To review the energy plans in each department, bureau, and other sub - divisions of the City. (3) To make information available on energy con- servation to the industrial, commercial, residential, business, governmental, recreational, and transpor- tation areas of our community. (4) To act as a clearing house for activities and information related to energy conservation. (5) To develop and recommend legislation which would foster the conservation of energy. (6) To stimulate awareness and promote public par- ticipation in energy conservation programs. (7) To obtain necessary data and information from the various departments, bureaus, and other sub -divi- sions of the City in order to exercise its powers. SECTION II. Severability. If any provisions of this ordi- nance are held invalid, such invalidity shall not affect other pro- visions or applications which can be given effect without the in- valid provision or application and to that end, the provisions of this ordinance are declared to be severable. SECTION III. This Ordinance shall be in full force and ef- fect from and after its passage by the Common Council, approval by the Mayor, and legal publication.
