(f) Organization. Within two (2) weeks after the effec- <br />tive date of this ordinance, all members shall be appointed. <br />Within forty -five (45) days after all of the members have been <br />appointed as herein provided, they shall hold a meeting to se- <br />lect a chairman, vice - chairman, and secretary. At the first <br />meeting of every calendar year thereafter, such officer shall <br />be selected in the same manner. <br />(g) Meetings. The Commission shall meet not less than four <br />(4) times per year at the call of the Chairman. <br />(h) Purpose and specific powers. The purpose of the Com- <br />mission shall be to develop and encourage energy conservation <br />programs and policies. In carrying out this purpose, the Com- <br />mission may exercise the following powers: <br />(1) To advise the City Administration and the <br />Common Council on efficient uses of present and <br />future sources of energy by developing: (a) long - <br />range energy conservation plans, and (b) emergency <br />energy plans. <br />(2) To review the energy plans in each department, <br />bureau, and other sub - divisions of the City. <br />(3) To make information available on energy con- <br />servation to the industrial, commercial, residential, <br />business, governmental, recreational, and transpor- <br />tation areas of our community. <br />(4) To act as a clearing house for activities and <br />information related to energy conservation. <br />(5) To develop and recommend legislation which would <br />foster the conservation of energy. <br />(6) To stimulate awareness and promote public par- <br />ticipation in energy conservation programs. <br />(7) To obtain necessary data and information from <br />the various departments, bureaus, and other sub -divi- <br />sions of the City in order to exercise its powers. <br />SECTION II. Severability. If any provisions of this ordi- <br />nance are held invalid, such invalidity shall not affect other pro- <br />visions or applications which can be given effect without the in- <br />valid provision or application and to that end, the provisions of <br />this ordinance are declared to be severable. <br />SECTION III.
