KOPCZYNSKI of a South Bend Energy Commission. Since that time, Sixth District a group of interested citizens and I have met on MARY CHRISTINE ADAMS several occasions to discuss the proposal. The result At Large is a bill to establish an Energy Commission, which I RICHARD C. DOMBROWSKI At Large filed with the City Clerk's office today. FRANK HORVATH At Large We have found that although local governments are only a small part of the energy picture, they can play a major role in pioneering energy efficient procedures. Furthermore, through general leadership and technical assistance to smaller energy users, local government can become a significant force in helping the community conserve its scarce energy. In order to make our City's operations more energy efficient and to provide continuing local leadership in energy conservation, I am introducing the attached bill. This bill would create an Energy Conservation Commission made up of fifteen members. It would create the vehicle which is necessary to begin making positive efforts to- ward energy conservation.
