REGULAR MEETING FEBRUARY 24 1964 <br />RESOLUTION NO. 65 - -- 64 <br />WHEREAS, The Common Council, of the City of South Bend recognizes there is a need for equal opportunity in <br />housing in the City of South Bend for all people regardless of race, color, religion, national origin <br />or ancestry of such person or group of persons and, <br />WHEREAS, the City of South Bend recognizes the undesirability of discrimination and segregation in housing, <br />NOW, THEREFORE, LET IT BE RESOLVED, that the Common Council of the City of South Bend, recognizing its <br />obligation to the Community of South Bend, does on this day, urgently desire that, all Realtors, <br />actively enforce their recent statement of principles regarding the sale. and rental of properties, <br />and, <br />LET IT FURTHER BE RESOLVED, that each lending institution make it be known its intent to further equal <br />opportunity in housing and financial assistance for purchasing of housing regardless of race, color, <br />religion, national origin, or ancestry of such person or group of persons and, <br />LET IT FURTHER BE RESOLVED, that all other persons actively oppose discrimination against any person <br />or persons because of race, color, religion, national origin;, or ancestry of such person or group of <br />persons in the sale, rental or lease of any real property or in the financial assistance pertaining <br />thereto and, <br />LET IT FURTHER BE RESOLVED, that we appeal to all clergymen, religious groups and members of all <br />churches to work in the community with a program of education, prayer and evangelism to dispel unfair <br />and discriminatory treatment of a fellow human being. <br />LET IT FURTHER BE RESOLVED, That the Common Council of the City of South Bend will diligently put <br />forth further effort to: <br />(1) Instigate such other desirable programs necessary to eliminate discrimination against <br />any person or persons because of race, color, religion, national origin,or ancestry of <br />such person or group of persons in the sale, rental, or lease of any real property or in <br />the financial assistance thereto. <br />(2) Remove sub-standard, unhealthful, unsafe, unsanitary and overcrowded living conditions <br />resulting from discrimination in the sale, rental and financing of housing. <br />(3) All grievances of discriminatory practices in housing in the City of South Bend be brought <br />to the direct attention of the Chairman of the Housing Committee of the Common Council of the <br />City of South Bend. <br />LET IT BE FURTHER RESOLVED, that we urge every citizen in our community to assist in making South <br />Bend a City of Brotherly Love - - -in fact and deed, as well as in word; <br />/s/ EDWIN THOMAS SMITH <br />it JOHN L. Councilman Szymkowiak seconded the motion. <br />Motion carried by a roll call vote of ,9 ayes - 0 nays. <br />COMMUNICATION <br />More than 125 postal cards were received by the Eouncil favoring public housing. <br />Councilman Muszynski made a motion that the cards be accepted and placed on file. Councilman Szymkowiak seconded <br />the motion. Motion carried. <br />COMMUNICATION <br />Copy of 1964 Civic Cinema from the South Bend Civic Planning Association Inc. was presented to the Clerk and <br />Council Members. Councilman Allen made a motion that the report be accepted and placed on file. Councilman <br />Geib seconded the motion. Motion carried. <br />REPORT OF HOUSING AUTHORITY OF THE CITY OF SOUTH BEND <br />Rabbi Albert M. Shulman, Chairman of the South Bend Housing Authority, appeared before the Council to answer <br />questions regarding the Authority's Annual Report which was submitted two weeks ago. Councilman Allen made a <br />motion that the report be accepted and placed on file. Councilman Smith seconded the motion. Motion carried. <br />REPORT OF SOUTH BEND REDEVELOPMENT DEPARTMENT <br />Councilman Wise made a motion that the Report of_Sbuth Bend Redevelopment Department be held up until next <br />meeting on March 9th, 1964, and the Clerk be instructed to notify Mr. Sucher to attend that meeting to answer <br />questions pertaining to the report. Councilman Smith seconded the motion. Motion carried. <br />REPORT OF COMMITTEE OF THE WHOLE <br />To'the Common Council of the City of South Bend! <br />Your Committee of the Whole to whom was referred "AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE N0. <br />3702 ". (142 So. Meade St.) <br />Respectfully report that they have examined the matter and that in their opinion this Ordinance be reset for <br />public hearing on March 23rd. <br />/s/ Edwin Thomas Smith, Chairman <br />Councilman Glass made a motion that the report be accepted and placed on file.
