Motion carried. <br />REPORT OF BOARD OF PUBLIC WORKS AND SAFETY <br />To the Members of the Common Council <br />City of South Bend, Indiana <br />Gentlemen: <br />July 29, 1963 <br />This is in answer to your Directives dated July 24, 1963 concerning the following requests: <br />1. Councilman Lehman's request that an investigation be made of .the traffic problem in the 1700 block of South <br />Michigan Street near Azar's and Bonnie Doon's Drive -in restaurants. <br />2. Councilman Allen's request to the Board of Public Works and Safety and the Police Department to check the ice <br />Cream vendors who are violating the Anti -Noise Ordinance. <br />The Board requested the Police Department to submit a report concerning these two items. This report was filed <br />with the Board at its meeting of July 29, 1963. Nicholas <br />The Council meeting field July 22, 1963 directed the Police Department to check into the following two problems: <br />1. Ice Cream vendors and the sounding of their bells. <br />2. So. Michigan Street traffic and noise situation. <br />Ice Cream vendors have been advised by;our department that they must have all the necessary permits and licenses <br />before they can operate,on the city streets. They also have been advised on the City Ordinance pertaining to <br />the sounding of any bells and sounding devices. A policy on what times their sounding devices were set to <br />operate was agreed upon, and this was between the hours of noon and 3:00 P.M. they.would not be able to ring any <br />bells, or use any sounding device. After 9:00 pm in the residential neighborhood no bell or sound was to be <br />heard. If any company violated this agreement, arrest would be made, with the possibility a stricter enforcement <br />of the Ordinance be made. <br />The South Michigan Street traffic problem has been of great concern and officers have been directed to follow a <br />very strict enforcement program, and this has been done. Since July 1, 1963 to this date, 490 traffic arrests <br />have been made in the City of South Bend. Of this total number, over half have been in the So. Michigan Street <br />area. Starting July 20, 1963 assignments were changed so that two traffic cars, two solo bikes, and one three - <br />wheeler were in this area at the times violations ran the highest. During this period (July 20 -July 27) 131 <br />violations were written by these officers. Ther has been a change here, and although the traffic flow is heavy, <br />violations of traffic and noise have been cut down. The Traffic Engineer also has been advised of the problem, <br />and he will check to see if any problem can be straightened out in the way of engineering. <br />The Police Department will continue a strict vigil on both these complaints and will do its best to keep the problem <br />of noise and traffic violations at a minimum. <br />/s/ Cornelius Nicholas <br />Cornelius Nicholas <br />Inspector- Uniform Div. <br />7 -29 -63 South Bend Police <br />10:30 am <br />Councilman Muszynski made a motion that the report be accepted and placed on file.
