Motion carried. <br />DEPARTMENTAL REPORT <br />MEMORANDUM <br />TO: MEMBERS OF THE COMMON COUNCIL <br />FROM: HENRY SUCHER, EXECUTIVE DIRECTOR <br />DATE: JANUARY 3, 1962 <br />SUBJECT: Application for Recertification of South Bend's Program for Community Improvement <br />Annual Recertification of this program is required before the Housing and Home Finance Agency will participate in <br />Urban Renewal, Public Housing or similar programs in a City. <br />The Application for Recertification you are being asked to approve summarizes progress made during 1961 and sets <br />out the program for 1962. The enclosed summary gives the highlights of this entire application. <br />I hope to attend the Council Meeting Monday Night to answer any questions which might arise. <br />/s/ Henry Sucher <br />Henry Sucher <br />HS:iu <br />The City of South Bend during 1961 has adopted its new Building Code (BOCA Basic Building Code). <br />Code enforcement personnel has been increased and activity stepped up. Enforcement of electrical and heating codes, <br />formerly separate, is now handled by the Building Department, strengthening the administrative organization. <br />In the area of Public Housing, the 235 unit first project was completed and is now fully rented. The Housing <br />Authority has obtained an Annual Contributions Contract for a second project of 160 family units. It has also <br />committed itself to purchase five (5) acres in the Chapin Street Redevelopment Area for the purpose of erecting <br />100 additional low rent units for the aged. <br />Relocation has proceeded more successfully than anticipated. 210 families of the estimated total of 300 in the <br />Sample Street Clearance Area have been relocated in suitable standard housing during the past twelve months. Only <br />fourteen (14) are now in the on -site workload, and five (5) families are in the off -site workload. Public Housing, <br />use of Sec. 221 mortgages for both new and existing housing, and the very substantial number of homes listed for sale <br />in the South Bend area at present, all have facilitated relocation. Only one family in the present on -site relocatic <br />workload is considered in the critical category, i.e., considerable difficulty is expected in relocating it. Three <br />months.ago eight families were in this classification. <br />In 1962 the City intends to start carrying out the Chapin Street Redevelopment Project. Also scheduled are a General <br />Neighborhood Renewal Program in the LaSalle Park Area and a Renewal Feasibility Study for the Central Area of the <br />City. <br />The City Planning Staff, strengthened by the addition of an assistant director during 1961, hopes to complete the <br />Fire Station Locations Plan, to have the Subdivision Ordinance approved,:.and to make further progress on its compre- <br />hensive revision of the zoning ordinance. <br />In the field of Neighborhood Analysis work is scheduled to be done in connection with the LaSalle Park General Neigh- <br />borhood Renewal Program. The question of the advisability of undertaking a Community Renewal Program will also be <br />considered. <br />Councilman Lehman made a motion that the report be accepted and placed on file.
