Be it remembered that the Common Council of the City of South Bend, Indiana, met in Regular Session in the Council <br />Chambers in the City Hall on Monday, January 8, 1962, at 8:10 P.M., with all members present. The meeting was calle( <br />to order by President Joseph T. Kroll, who presided. <br />ROLL CALL <br />PRESENT: Councilmen Kroll, Allen, Ladewski, Tellson, Coleman, Glass, Krueper, Lehman and Muszynski. <br />ABSENT: None. <br />REPORT OF COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />Your Committee on the inspection and supervision of the minutes would respectfully report that they have inspected <br />the minutes of the previous meeting of the Council and found them correct. WARRICK, Attorney of record for certain petitioners, who filed a petition September 8, 1961, for <br />the re- zoning of certain real estate in said petition described, which said petition was presented to the Common <br />Council of the City of South Bend, Indiana, on September 11, 1961, and was referred by said Council to the South <br />Bend City Planning Commission on September 11, 1961, now moves the Common Council of the City of South Bend and the <br />South Bend City Planning Commission to withdraw the submission of hearing on said petition and to dismiss the <br />petition. <br />/s/ John L. Motion carried. <br />PETITION <br />Petition of Scottish Rite of Masonic Lodge to rezone land in the 400 block of North Lafayette Boulevard. <br />Councilman Glass made a motion that the petition be referred to the City.Planning Commission. Councilman Lehman <br />seconded the motion. Motion carried. <br />PETITION <br />Petition of Riverview Development Company to rezone land in the 1900 block of Northside Boulevard. <br />Councilman Lehman made a motion that the petition be referred to.the City Planning Commission. Councilman Muszynski <br />seconded the motion. Motion carried. <br />DEPARTMENTAL REPORT <br />7AVUnDA MnTTM <br />TO: COMMON COUNCIL MEMBERS <br />FROM: HENRY SUCHER, EXECUTIVE DIRECTOR <br />SOUTH BEND REDEVELOPMENT DEPARTMENT <br />DATE DECEMBER 26, 1961 <br />SUBJECT: CHAPIN STREET LAND REUSE <br />Fourteen (14) of the nineteen (19) acres of reusable land in the Chapin Street Project Area,are committed: Nine (9) <br />acres to the Park Board and five (5) acres to the Housing Authority. <br />The remaining five (5) acres are in question. In original discussion with the Council, park and public housing were <br />the only projected uses. A petition by nine (9) owners of commercial buildings along the south side of Western <br />Avenue asking to be exempted from clearance, and the fact that five. (5) acres remained after the Park Board and <br />Housing Authority got all the land they wanted, prompted inclusion of a five (5) acre controlled shopping center. <br />At this stage the required reuse appraisal for the land to be cleared was prepared under contract between the <br />Redevelopment Department and Mr. John Pence, local realtor with extensive experience in this field. <br />Subsequently 'a meeting with a number of Council Members produced the impression that a majority of the Council <br />opposed the inclusion of the Shopping Area in the Redevelopment plan. We therefore contacted Mr. Pence, asking him <br />to revise his reuse appraisal, and eliminating the commercial area. <br />Mr. Pence replied that while he was willing to reappraise the land, his opinion was that the highest and the best <br />use for the five (5) acres was commercial, and that he would have to state this in his reappraisal. <br />This would mean that the Urban Renewal Administration would require the City of South Bend to absorb the entire <br />project cost increase due to the drop in proceeds from the resale of the five (5) acres from $249,000 (at about <br />
