REPORT OF CITY PLANNING COMMISSION (continued) <br />2. The area is urban in character, being an economic and social part of the annexing city. <br />3. The city is financially able to provide municipal services to the annexed area within the reasonably near future. <br />4. The area sought to be annexed is needed for development of the city in the reasonably near future. <br />5. Motion carried. <br />REPORT OF THE CITY PLANNING COMMISSION <br />January 8, 1962 <br />The Honorable Common Council <br />City of South Bend <br />South Bend, Indiana <br />Gentlemen: <br />The attached petition of Place and Company, Inc., to zone the recently annexed land being bounded on the north by <br />the present city limits or the south line of Scottsdale Addition, on the east by a line 1,320 feet west of Ironwood <br />Road, on the south by the centerline of Jackson Road, and on the west by a line 1,788 feet east of Miami Road, said <br />parcel containing 65 acres, more or less, "A" Residential Use and "A" Height and Area District, was legally adver- <br />tised under date of December 23, 1961 and given public hearing on January 4, 1962. The following action was taken: <br />After due consideration the Commission found that single - family use of subject property would be its highest and best <br />use and that it-conforms with the plan for future land use. Landgraf, Std., and William and Marilyn Dvorak to rezone Lots Numbered 187, 188, <br />and 189, as shown on the Second Plat of the Northwest Addition to the City of South B nd, Indiana, except 36 feet <br />off of the east side of said Lots 188 and 189, and more commonly known as 1620 and 1628 Portage Avenue, from "B" <br />Residential Use and "A" Height and Area District to "C" Commercial Use and "A" Height and Area District, was legally <br />advertised under date of December 232 1961 and given public hearing on January 4, 1962. The following action was <br />taken: <br />After due consideration the Commission found that the granting of the petition would constitute spot zoning and that <br />the shopping area south of Bulla Street was sufficient in size and diversity to adequately -handle the shopping <br />requirements of the general neighborhood; and in addition that a relatively considerable amount of commercially zone <br />land immediately across Portage Avenue from said shopping area was used residentially.
