<br />ORDINANCE
<br />AN ORDINANCE TO APPROPRIATE $417,048.50 FROM THE LOCAL
<br />ROAD AND STREET FUND TO THE ACCOUNT "SERVICES CONTRACTUAL
<br />WITHIN THE LOCAL ROAD AND STREET FUND.
<br />The ordinance was given first reading by title and second reading in full. Councilman Grounds
<br />made a motion, seconded by Councilman Szymkowiak, that the public hearing be held on this
<br />ordinance on January 25, 1971. Motion carried. 9 ayes, 0 nays, 0 absent.
<br />RESOLUTIONS
<br />RESOLUTION NO. 259 -71
<br />A RESOLUTION DESIGNATING THE REPRESENTATIVE AUTHORIZED
<br />TO APPLY WITH THE APPROPRIATE AGENCY FOR A GRANT UNDER
<br />THE TERMS OF PUBLIC LAW 660.
<br />WHEREAS, the City of South Bend is considering the construction of certain sewage
<br />works improvements; and,
<br />WHEREAS, pursuant to Public Law 660 Federal funds are available in the form of an
<br />outright grant for certain stream pollution abatement projects; and,
<br />WHEREAS, it is believed that the major portion of the sewage works improvements
<br />proposed by the City of South Bend, Indiana, qualify for a Federal grant; and,
<br />WHEREAS, the Federal Water Quality Administration requires that the authorized repre-
<br />sentative of the City of South Bend, Indiana's governing body be designated by both name and
<br />title,
<br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
<br />INDIANA:
<br />That Lloyd M. Allen, Mayor of the City of South Bend, Indiana, be authorized to sign
<br />applications and such other documents as may be necessary, including the offer and acceptance
<br />form.

<br />A public hearing was held on the resolution at this time. Mr. David A. Wells, Sanitary Engineer
<br />explained the Council -submitted certified copies of Resolution No. 209 -69 with the application
<br />for Federal Assistance pertaining to the proposed expansion of the Wastewater Treatment Plant.
<br />However, the Federal Water Quality Administration requested that a new resolution be prepared
<br />designating the authorized representative by both name and title, which is,Lloyd M. Allen, Mayor
<br />of the City of South Bend, Indiana. Councilman Grounds made a motion for the adoption of the
<br />Resolution. Councilman Szymkowiak seconded the motion. Motion carried. 9 ayes, (Councilmen
<br />Laven, Allen, Reinke, Craven, Grounds, Szymkowiak, Wise, Palmer and Zielinski) 0 nays, 0 absent.
<br />(RESOLUTION NO. 260 -71
<br />WHEREAS, GOD in his Infinite Wisdom, has called from this life, Clifton
<br />P. Engle, Cemetery Sexton of the City of South Bend, Indiana,
<br />WHEREAS, his untimely death has brought much grief and sorrow.to his
<br />bereaved wife, Lela Engle, and many friends,
<br />NOW, THEREFORE, BE IT RESOLVED, that we, the members of the South Bend
<br />Common Council, hereby extend to his wife and others in his
<br />family, our sincere sympathy in this, their deepest hour of
<br />sorrow, and
<br />BE IT FURTHER RESOLVED, that a page be set aside in the Council records
<br />in the City of South Bend and this Resolution be copied thereon
<br />and a copy be presented to Mrs. Lela Engle.
