COMMITTEE OF THE WHOLE MEETING JANUARY 12, 1970 <br />5. To increase our involvment in the local problem of drug abuse. <br />6. To review and analyze the concept of Metropolitan Government as it pertains to the <br />City of South Bend and St. Joseph County with specific emphasis on the Police <br />Department, and the Sanitation Department. <br />7. To review, analyze and implement proper ordinances for the control of air and <br />water pollution. <br />8. To review, analyze and implement an equitable retirement program for City employees. <br />9. To continue to the best of our ability our responsiveness to the needs of a growing <br />community through the use of proper legislation. <br />listed the accomplishments of 1969 as follows: <br />1. Councilmanic Redistricting <br />2. Vital Annexations <br />3. Crime Control <br />4. An Anti- pornography Bill <br />5. Action on the Downtown Revitalization Program <br />6. Start of the Two Municipal Parking Garages. <br />CALL <br />PRESENT Councilmen Laven, Allen, Craven, Reinke, Grounds, <br />Szymkowiak, Wise, Palmer and Zielinski. <br />ABSENT None. <br />ncil- President Laven entertained a motion to resolve the Council into the Committee of the <br />le on the state of the City to consider the items listed on the agenda for the consideration <br />the Committee of the Whole. Councilman Allen so moved and Councilman Zielinski seconded the <br />ion. Motion carried. Time: 8:10 p.m. <br />E OF THE WHOLE MEETING <br />January 12, 1970 <br />e it remembered that the Common Council of the City of South Bend, Indiana met in the Committee <br />f the Whole in the Council Chambers of the County -City Building on Monday, January 12, 1970, <br />t 8:12 p.m., all members present. The meeting was called to order by Chairman William W. Grounds', <br />ho presided. ' <br />E <br />AN ORDINANCE AMENDING CHAPTER 26, SECTION 26 -13, <br />ORDINANCE NUMBER 1040, SECTION I OF THE MUNICIPAL <br />CODE OF THE CITY OF SOUTH BEND, INDIANA, PRO- <br />HIBITING LOITERING OR PROWLING. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. Robert F. Gonderman, Deputy City <br />Attorney explained the Ordinance and answered questions from the various Councilmen. Council - <br />man Zielinski made a motion that the Ordinance go to the Council as favorable. Councilman Palmer <br />seconded the motion. Motion carried. <br />in <br />AN ORDINANCE PROVIDING FOR TEMPORARY WALKWAYS <br />AROUND CONSTRUCTION PROJECTS AND PROVIDING A <br />PENALTY FOR THE VIOLATION THEREOF. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and <br />opponents were given an opportunity to be heard thereon. City Attorney S. J. Crumpacker stated <br />that South Bend does not have an ordinance to cover this violation. Councilman Reinke said <br />that the Contractors Association of South Bend would like to offer the Council suggestions for <br />the Ordinance. Councilman Reinke made a motion that the Ordinance be sent to the Streets, Alleys, <br />and Bridges Committee and the Ordinance Committee for further study. Councilman Palmer seconded <br />the motion. Councilman Reinke made a motion that the Ordinance also be set for public hearing <br />on January 26, 1970. Councilman Palmer seconded the motion. Motions carried. <br />
