<br />Speaking against the Ordinance was Roman Kowalski, 802 Birchway; Mrs. Fanny Gruenwald, 217 France
<br />Street and Mrs. Fred Mutzl, 310 Parkovash, who said she concurred with the Civic Planning Assoc.
<br />Mr. Vernon Sutton, Administrative Assistant of Personnel & Purchasing answered questions from
<br />various members of the Council. He stated that the City now has established a Personnel Dept.
<br />that is much more defined and detailed, for example, the City now has 150 applicants for the
<br />Police & Fire Departments and one girl works on this job alone. He also stated he now buys
<br />for all departments within the city which saves a considerable amount of money.
<br />Mr. Joseph Pawlowski, 208 S. Taylor St., stated that when the Allen administration took office
<br />South Bend was predicted to become a "ghost town" but that the Allen administration was getting
<br />things done and making progress. He spoke in favor of the Ordinance.
<br />Councilman Reinke defended the City's high salary proposals, said the substantial increases are
<br />needed to keep the present professional officials from leaving for other jobs that pay more.
<br />Councilmen Allen and Szymkowiak said the "little fellows" should get more than e 5% increasey
<br />if such large increases are granted for top positions.
<br />Mr. Howard Bellinger, executive director of the Redevelopment Department answered questions
<br />put to him by the Councilmen concerning the employees of the Redevelopment Department. The
<br />Council had recommended reduced salaries for these positions, however, his 'request for a--newly
<br />created'post of,Associate Director was granted and he explained his need for the Associate
<br />Director.
<br />Councilman Laven made a motion that a recess be taken. Councilman Reinke seconded the motion.
<br />Time: 9:12 p.m. Motion carried.

<br />Councilman Reinke made a motion that the amendments be adopted. Councilman Craven seconded the
<br />motion. Motion carried. 8 ayes, l nay (Councilman Laven) Councilman Reinke then made a motion
<br />that the Ordinance go to the Council favorable as amended. Councilman Zielinski seconded the
<br />motion. Motion carried. Councilman Laven made a motion to rise and report to the Council.
<br />Councilman Allen seconded the motion. Motion carried. Time: 10:40 p.m.

<br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Council
<br />Chambers in City Hall on Monday, July 7, 1969 at 10:41 p.m.., all members being present. The
<br />meeting was called to order by President Robert 0. Laven, who presided.
