Szymkowiak, raised the issue of crime, asked for more police protection and said: <br />`Housewives live in fear'; Symkowiak asserted that "citizens deserve the right to shop, attend church and <br />walk the streets of South Bend, without being assaulted ". At this point Councilman Laven asked Councilman <br />Craven to chair for him. Council President Robert 0. Laven, displaying the Sunday edition of the Tribune, <br />said: "I'm sickened by all this violence." "City administration leaders ought to get their heads to- <br />gether," Laven referred to what he said was the incongruity of the news in the edition- six stories on <br />physical attacks and robberies of older persons, and then other stories relating to the holiday season. <br />The hiring of additional policemen would be asking "responsible people to pay to combat the acts of the <br />few.' Agreeing that more police are needed,Mr,Laven stressed the need of individual responsibility. "These <br />people doing these acts must realize they cannot force themselves upon society." <br />Councilman Janet S. Allen reiterated that money and jobs are not the answer to the acts committed by these must kids. Human relations committeem stop having meetings and take action on something constructive. The <br />18 to 19 year olds get money by attacking older citizens. We should in some way arouse citizenry to come <br />up with a "job- mobile" then they have no excuse if offered this opportunity. It is time for Business, <br />Sororities, Chamber of Commerce, etc. to get in the act and assist these kids in necessary training. These <br />offenders need to be influenced to reform.` <br />Councilman Wise remarked that "Policemen are shackled in the courts, by judges, the Supreme Court. We must <br />start at the grassroots and get the citizens involved:k <br />
