IV, Part I & I] <br />The attached ordinance originated by the Area Plan Commission to zone recently annexed property was legally <br />advertised under date of November 9 and 16 and given public hearing on November 19, 1968. Michigan Street <br />South Bend, Indiana <br />Subject: Proposed rezoning of property for Ayr Way Store <br />located on the north side of Ireland Road east <br />of U. S. 31 <br />Dear Mr. Laven: <br />Your letter dated October 18, 1968 outlining the City Council's reasons for rejecting the Area Plan Commission's <br />favorable rezoning recommendation on the Ayr -Way petition was presented to the Commission at their regular <br />monthly meeting of November 19, 1968. The Commission by a vote of 10 to 0 reiterated their favorable recommenda- <br />tion on this rezoning for the following reasons (points 1, 2, 3, and 4 below are addressed to the four reasons <br />outlined in the Council's letter): <br />1. Surrounding properties are deprived of convenient access and adequate safety as a result of existing <br />conditions. Such conditions call for immediate improvement to facilitate traffic movements. Normal <br />annual increases in traffic volumes can be expected to further aggrevate this problem and make the <br />property in question less desirable for single family residential use. The improvements recommended by <br />appropriate governmental departments was designed to improve the circulation problem in this area and to <br />properly relate land use development and traffic movement. <br />
