REGULAR MEETING FEBRUARY 14, 1972 <br />REGULAR MEETING - RECONVENED <br />Be it remembered that the Common Council of the City of South Bend, Indiana reconvened in the <br />Council Chambers in the County -City Building on Monday, February 14, 1972 at 8:11 p.m., Council <br />President Peter J. Nemeth presiding. <br />REPORT OF THE COMMITTEE ON MINUTES <br />Your committee on the inspection and supervision of minutes would respectfully report that they <br />have inspected the minutes of the January 24, 1972 regular meeting of the Council and found <br />them correct. Miller <br />Upon motion made by Councilman Taylor, seconded by Councilman Newburn, and carried, the report <br />was accepted as read and placed on file. <br />CITIZENS REQUESTS - MISCELLANEOUS MATTERS <br />Mrs. Lee Swan, 2022 Swygart Street, spoke to the Council about the loss of federal funds to the <br />city and questioned whether the inspection of homes mandated by HUD was one instance where the <br />city had failed to meet federal requirements. Councilman Newburn explained that the-inspection <br />of homes was made through Code Enforcement not HUD and that the possible loss of federal money <br />was because there is not enough representation of minority groups in the skilled building trades. <br />Mrs. Frederick Mutzl, 320 Parkovash, a member of the Fair Tax Association, asked if it would be <br />possible to obtain a list of city -owned property. City Attorney Charles Sweeney, Jr. explained <br />that the Legal Department is now in the process of compiling a list of city -owned property which <br />will be filed with the Board of Public Works and will be available for inspection when completed. <br />Mrs. Ann Wlodarski, 1869 Riverside Drive, a member of the Fair Tax Association, inquired whether <br />the fact that there were investigations going on in Model Cities Areas has any bearing on the <br />withdrawal of federal funds. Councilman Newburn explained that this had no bearing on the loss <br />of federal money. Mrs. Wlodarski also asked about employees of the city who had been involved <br />in the Model Cities trash hauling program and about the sale of a bulldozer to St. Joseph <br />County. City Engineer William Richardson replied that the employees who had been involved in <br />the Model Cities trash removal program had been terminated and were on the waiting list for <br />other city employment and that the bulldozer had been appraised by a private concern and the <br />city was given $20,000 credit for dumping at the county landfill for it. <br />REPORTS FROM THE AREA PLAN COMMISSION <br />A report relating to the zoning of property located at 4001 -4015 South Main Street was read as <br />follows: <br />"The Honorable Common Council of the City of South Bend January 10, 1972 " <br />County -City Building <br />South Bend, Indiana <br />Gentlemen: <br />RE: Zoning ordinance originated by the Area Plan Commission <br />to zone property located at 4001 -15 South Main Street. <br />The attached zoning ordinance originated by the Area Plan Commission of <br />St. Joseph County was advertised for public hearing on December 11 and 18, 1971 <br />and a public hearing was held on Tuesday, December 21, 1971 at which time the <br />following action was taken: <br />After due consideration, a motion was made, seconded and unanimously <br />carried to recommend this proposed ordinance for approval to the <br />Common Council of the City of South Bend. <br />Excerpts from the minutes of the Area Plan Commission meeting are attached. <br />/eb <br />Attach. <br />Very truly yours, <br />/s/ Howard Bellinger <br />Howard Bellinger, <br />Executive Director <br />m <br />There being no objections, the report was accepted as read and placed on file. <br />A report relating to the zoning of property located at 18389 Edison Road was read as follows: <br />"The Honorable Common Council of the City of South Bend January 10, 1972" <br />County -City Building <br />South Bend, Indiana <br />Gentlemen: <br />RE: Zoning ordinance originated by the Area Plan Commission to <br />zone property recently annexed to the city of South Bend <br />and located at 18389 Edison Road. <br />(Report continued on next page) <br />
