5 3 <br />REGULAR MEETING JANUARY 14 1980 <br />COMMITTEE OF THE WHOLE MEETING (CONTINUED <br />Member Kopczynski. The motion carried. Council Member Taylor made a motion to recommend <br />this bill to the Council favorable, as amended, seconded by Council Member Crone. The <br />motion carried. Council Member Taylor made a motion to recommend Bill No. 205 -79 to the <br />Council favorable, seconded by Council President McGann. The motion carried. <br />BILL NO. 202 -79 A BILL APPROPRIATING $104,000.00 FROM THE FEDERAL ASSISTANCE <br />GRANT, COMMONLY KNOWN AS GENERAL REVENUE SHARING, FOR THE <br />CITY'S SHARE OF THE MODEL CITIES CODE ENFORCEMENT PROGRAM, <br />TO BE ADMINISTERED BY THE CITY OF SOUTH BEND, THROUGH ITS <br />DEPARTMENT OF ADMINISTRATION AND FINANCE. <br />This being the time heretofore set for public hearing on the above bill, proponents and op- <br />ponents were given an opportunity to be heard. Mr. Carl Ellison, Director of Redevelopment, <br />made the presentation for the bill. He indicated there was a deficiency in the City's share <br />of the Model Cities Program. He said they had been working with HUD for five or six years <br />trying to solve this problem. He indicated this was the final payment for this project. <br />Council Member Kopczynski made a motion to recommend this bill to the Council favorable, seconde, <br />.by Council President McGann. The motion carried. <br />BILL NO. 203 -79 <br />A BILL APPROPRIATING $48,000.00 FROM THE FEDERAL ASSISTANCE <br />GRANT, COMMONLY REFERRED TO AS GENERAL REVENUE SHARING, FOR <br />POLICE COMPUTER SERVICES, TO BE ADMINISTERED BY THE CITY OF <br />SOUTH BEND THROUGH THE POLICE DEPARTMENT. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponent <br />were given an opportunity to be heard. Police Division Chief, Spanward Mitchum, made the <br />presentation for the bill. He indicated this appropriation was for additional terminals. He <br />indicated this would allow the police department to implement more information regarding law <br />enforcement. Council Member Beck made a motion to recommend this bill to the Council favorable, <br />seconded by Council President McGann. The motion carried. <br />BILL NO. 204 -79 A BILL APPROPRIATING $256,000.00 FROM THE FEDERAL ASSISTANCE <br />GRANT, COMMONLY REFERRED TO AS THE GENERAL REVENUE SHARING <br />GRANT FOR MOTOR EQUIPMENT TO BE ADMINISTERED BY THE CITY OF <br />SOUTH BEND THROUGH THE DEPARTMENT OF ADMINISTRATION AND FINANCE. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponen- <br />were given an opportunity to be heard. Police Division Chief, Spanward Mitchum, made the pre- <br />sentation for the bill. He indicated this appropriation was for new cars for the police depart- <br />ment for 1980. He said they were going to purchase thirty -five patrol cars and six detective <br />bureau cars. Council Member Taylor made a motion to recommend this bill to the Council favorably <br />seconded by Council Member Kopczynski. The motion carried. <br />(Public Hearing for Bill No. 205 -79 is with Bill No. 201 -79) <br />BILL NO. 206 -79 <br />A BILL APPROPRIATING $290,000.00 FROM THE FEDERAL ASSISTANCE <br />GRANT, COMMONLY KNOWN AS GENERAL REVENUE SHARING, FOR THE <br />OPERATION OF CENTURY CENTER, TO BE ADMINISTERED BY THE CITY OF <br />SOUTH BEND THROUGH THE CENTURY CENTER BOARD OF MANAGERS. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponent; <br />were given an opportunity to be heard. Mr. Joseph Kernan, City Controller, made the presentatio <br />for the bill. He indicated this appropriation was to supplement the operating budget of <br />Century Center, and is the same amount that has been appropriated for the last two years. <br />Council Member Serge asked if Century Center would ever be self - supporting. Brian Hedman, <br />Director of Century Center, indicated that more business has to be developed before it could <br />be self - supporting. Council Member Taylor indicated that Revenue Sharing money might be dis- <br />continued and we would not be able to fund the center through this means. He indicated there <br />was a need for discussion of alternative funding between the City and the Century Center Board <br />of Managers. Council Member Serge made a motion to recommend this bill to the Council favorable <br />seconded by Council Member Taylor. The motion carried. <br />BILL NO. 207 -79 A BILL APPROPRIATING $108,852.00 FROM THE FEDERAL ASSISTANCE <br />GRANT, COMMONLY REFERRED TO AS GENERAL REVENUE SHARING, FOR <br />THE RIVER BEND PLAZA TO BE ADMINISTERED BY THE CITY OF SOUTH <br />BEND THROUGH THE DEPARTMENT OF ADMINISTRATION AND FINANCE. <br />This being the time. heretofore set for public hearing on the above bill, proponents and opponent; <br />were given an opportunity to be heard. Mr. James Seitz, Superintendent of Public Parks, made <br />the presentation for the bill. He indicated this appropriation was for the maintenance of <br />River Bend Plaza. Council Member Kopczynski indicated that when the Plaza was built there was <br />talk of a special tax district for raising money to take care of the area. Mr. Seitz indicated <br />that was discussed but he was not sure if the City has the authorization. Council Member <br />Kopczynski indicated that a followup should be made on this matter. He asked that Mr. Seitz <br />followup on this and reply to the Council in writing in ninety days. Council Member Serge made <br />a motion to recommend this bill to the Council favorable, seconded by Council President McGann. <br />The motion carried. <br />
