<br />BILL NO. 208 -79
<br />A BILL APPROPRIATING $110,000.00 FROM THE FEDERAL ASSISTANCE GRANT
<br />COMMONLY REFERRED TO AS GENERAL REVENUE SHARING, FOR THE RIVER BEND
<br />PLAZA TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH THE
<br />CENTURY CENTER BOARD OF MANAGERS.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent
<br />were given an opportunity to be heard. Mr. Joseph Kernan, City Controller, made the presenta-
<br />tion for the bill. He indicated this was the entire operating budget for Discovery Hall. Count
<br />Member Taylor made a motion to recommend this bill to the council favorable, seconded by Counci:
<br />Member Serge. The motion carried.
<br />BILL NO. 209 -79
<br />A BILL APPROPRIATING $31,238.00 FROM THE FEDERAL ASSISTANCE GRANT
<br />COMMONLY REFERRED TO AS GENERAL REVENUE SHARING, FOR CODE ENFORCE:
<br />MENT, TO.BE'- ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH THE
<br />DEPARTMENT OF ADMINISTRATION AND FINANCE.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponen7
<br />were given an opportunity to be heard. Mr. Richard Hill, City Attorney, made the presentation
<br />for the bill. He indicated this would continue the City's code enforcement, or the substandard
<br />hearing officer process. He said this appropriation was approximately five percent above 1979.
<br />He asked that this bill be amended by increasing the hearing officer's salary to $15,368, re-
<br />ducing equipment repair to $300, and reducing other office supplies to $332. Council Member
<br />Taylor made a motion to amend the bill, seconded by Council Member Kopczynski. The motion car-
<br />ried. Council Member Kopczynski made a motion to recommend this bill to the Council favorable,
<br />as amended, seconded by Council Member Taylor. The motion carried.
<br />BILL NO. 210 -79 A BILL APPROPRIATING THE SUM OF $130,000.00 FROM THE FEDERAL
<br />ASSISTANCE GRANT FUND, MORE COMMONLY REFERRED TO AS GENERAL
<br />REVENUE SHARING TO PROVIDE MATCHING FUNDS FOR FUNDS DONATED
<br />TO THE POTAWATOMI ZOO, BY THE MUESSEL- CLARKS TRUSTS, TO BE
<br />ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH THE DEPARTMENT
<br />OF ADMINISTRATION AND FINANCE.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponen7
<br />were given the opportunity to be heard. Mr. James Seitz, Superintendent of Parks, made the
<br />presentation for the bill. He indicated that the City has received a donation for the con-
<br />struction of an educational building at the Potawatomi Zoo for the Muessel and Clarke trusts,
<br />and the Council, by resolution, agreed to provide matching funds in the amount of $130,000
<br />from the 1980 Revenue Sharing Fund. He indicated that the building was under construction and
<br />the bids have come in higher than anticipated. Council Member Kopczynski made a motion to recoi
<br />mend this bill to the Council favorable, seconded by Council Member Serge. The motion carried.
<br />BILL NO. 211 -79
<br />A BILL APPROPRIATING $75,000.00 FROM THE FEDERAL ASSISTANCE
<br />GRANT, COMMONLY REFERRED TO AS GENERAL REVENUE SHARING, FOR
<br />THE DESIGN OF THE EAST RACE PROJECT, TO BE ADMINISTERED BY
<br />THE CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF PUBLIC PARKS.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Mr. James Seitz, Superintendent of .Parks, made the pre-
<br />sentation for the bill. He indicated this appropriation was for a scale model of the East Race-
<br />way which will be used for testing the various operations of the proposed project. He• indicated
<br />that after a thorough review he, and the engineers felt this model could be done for $65,000.
<br />Council Member Kopczynski made a motion to amend this bill to $65,000 wherever the amount ap-
<br />peared in the bill, seconded by Council Member Serge. The motion carried. He indicated that
<br />the Department of Parks proposed to reopen the Raceway. He said there will be a fish ladder,
<br />and it could be used for flood control, kayak and canoe course. He indicated there was no
<br />facility in the United States comparable to this. Mr. Tom Barth, vice president.of the Michiana
<br />Steelheaders and Salmon Association, indicated they supported the funding of this test model.
<br />Mr. Bruce Carter, 744 W. Washington, president of the Michiana Watershed, indicated their group
<br />was in support of this bill, as well as the development of the East Raceway. He introduced
<br />Ms. Jean Sharp and George Scheuer, co- chairmen of the EAst Race Development. Ms. Sharp in-
<br />dicated that many of the ideas for the restoration of the East Bank originated with Michiana
<br />Watershed members. Council Member Kopczynski made a motion to recommend this bill to the Council
<br />favorable, as amended, seconded by Council Member Taylor. The motion carried.
<br />There being no further business to come before the Committee of the Whole, Council Member
<br />Kopczynski made a motion to rise and report to the Council, seconded by Council Member Taylor.
<br />The motion carried.
<br />Council.Member Kopczynski made a motion to recess, seconded by Council Member Crone. The motion
<br />carried and the meeting was recessed at 8 :10 p.m.
