<br />AN ORDINANCE APPROPRIATING $500,000.00 FROM
<br />THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND,
<br />FOR PROJECT REHABILITATION GRANTS, TO BE
<br />ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH
<br />ITS DIVISION OF COMMUNITY DEVELOPMENT.
<br />This bill had second reading. Council Member Taylor made a motion to pass this bill, seconded
<br />by Council Member Dombrowski. The bill passed by a roll call vote of seven ayes.
<br />ORDINANCE NO. 6394 -78 AN ORDINANCE APPROPRIATING $300,000.00 FROM
<br />THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND,
<br />TO CONTINUE PROJECT REBATE (HOUSING REHABILITA-
<br />TION), TO BE ADMINISTERED BY THE CITY OF SOUTH
<br />BEND THROUGH ITS DIVISION OF COMMUNITY DEVELOP-
<br />MENT AND THE BUREAU OF HOUSING.

<br />AN ORDINANCE APPROPRIATING $35,000.00 FROM THE
<br />COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR THE
<br />PROVISION OF PUBLIC SERVICES (LEGAL AID), TO BE
<br />ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH
<br />ITS DIVISON OF COMMUNITY DEVELOPMENT AND THE
<br />LEGAL SERVICES PROGRAM OF NORTHERN INDIANA, INC.
<br />This bill had second reading. Mr. Carl Ellison, Director of Community Development, asked
<br />that this bill be amended to show program year starting August 1, 1978. Council Member
<br />Dombrowski made a motion to amend the bill, seconded by Council Member Adams. The motion
<br />carried. Council Member Taylor made a motion to pass the bill, as amended, seconded by Council
<br />Member Dombrowski. The bill passed by a roll call vote of seven ayes.

<br />AN ORDINANCE APPROPRIATING $6,686.00 FROM THE
<br />COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR THE
<br />CONTINUATION OF URBAN RENEWAL ACTIVITIES, TO BE
<br />ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH
<br />ITS DIVISION OF COMMUNITY DEVELOPMENT AND THE
<br />DEPARTMENT OF REDEVELOPMENT.
<br />This bill had second reading. Council Member Dombrowski made a motion to pass this bill,
<br />seconded by Council Member Taylor. The bill passed by a roll call vote of seven ayes.

<br />AN ORDINANCE APPROPRIATING $5,000.00 FROM THE
<br />COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR
<br />VARIOUS PUBLIC PARK PROJECTS TO BE ADMINISTERED
<br />BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION
<br />OF COMMUNITY DEVELOPMENT AND THE DEPARTMENT OF
<br />PUBLIC PARKS.
<br />This bill had Second Reading. Council Member Taylor made a motion to pass this bill, seconded
<br />by Council Member Dombrowski. The bill passed by a roll call vote of seven ayes.
<br />RESOLUTIONS
<br />RESOLUTION NO. 627 -78
<br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY
<br />OF SOUTH BEND AUTHORIZING THE BOARD OF PUBLIC
<br />WORKS, TO NEGOTIATE THE SALE OF A PARCEL OF
<br />LAND LOT 96, MUESSEL 2ND ADDITION IN PORTAGE
<br />TOWNSHIP, ST. JOSEPH COUNTY, INDIANA, ALSO
<br />KNOWN AS 1038 N. BLAINE AVENUE.
<br />WHEREAS, the Board of Public Works of the City of South Bend, pursuant to the Municipal
<br />Code of the City of South Bend, Section 14.5- 2(e)(5), has offered for sale a parcel of land
<br />Lot 96, Muessel 2nd Addition in Portage Township, St. Joseph County, Indiana, also known as
<br />1038 N. Blaine Avenue, at an offering price of $840.00, and
<br />WHEREAS, the Board of Public Works of the City of South Bend has now received an offer
<br />to purchase the property of 1038 N. Blaine Avenue for a price of $600.00, and
<br />WHEREAS, the Board of Public Works has now complied with all requirements of the Municipal
<br />Code of the City of South Bend, Section 14.5 -2, which establishes procedures for the disposition
<br />of real property owned by the City of South Bend, and more specifically real property valued
<br />by the Board at less than $1,000.
<br />NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of South Bend that:
<br />SECTION I. The Board of Public Works be authorized to negotiate a contract for the sale of
<br />Lot 96, Muessel 2nd Addition in
<br />Portage Township, St. Joseph County,
<br />Indiana
<br />commonly known as 1038 N. Blaine Avenue, for a total price of $600.00.
<br />SECTION II. This resolution shall be in full force and effect from and after its adiption
<br />by the Common Council and approved by the Mayor.

<br />A public hearing was held at this time on this resolution. Mr. David Wells, Director of Design
<br />and Administration, indicated that this property was appraised at $840, however, the offering
<br />price was $600. Council Member Szymkowiak made a motion to adopt this resolution, seconded by
