REGULAR MEETING JULY 10, 1978 REGULAR MEETING RECONVENED ORDINANCE NO. 6381 -78 AN ORDINANCE AMENDING VARIOUS EXISTING SECTIONS OF CHAPTER 20 OF THE MUNICIPAL CODE OF THE CITY OF SOUTH BEND AND BY THE ADDITION OF ARTICLE 9 MOBILITY HANDICAPPED PARKING. This bill had second reading. Kathleen Cekanski - Farrand, the Council attorney read the follow- ing amendments to the bill: (1) Amend subsection (a) to read as follows: (a) Any person, for or on behalf of any mobility handicapped person who does not have Dis- abled Veteran Registration Plate(s) or Special Registration Plate (s) may file an appli- cation for a South Bend Handicapped Parking Permit with the Board of Public Works. (2) Amend subsection (b) to read as follows: (1) The legal name of the mobility handicapped person; (2) The present address and telephone number of the mobility handicapped person, (3) Written certification from a licensed physician stating that (a) the mobility handi- capped person,has permanently lost the use of a leg or both legs or an arm or both arms or any combination thereof; or (b) the mobility handicapped person presently suffers from a disability resulting in a physical condition that precludes him from being able to walk more than two (2) city blocks and that this condition shall last for the duration of the present calendar year. (4) The year (s), and license plate number (s) of the vehicle (s) which would display the permit. II. SEC. 20 -112 Designation of Handicapped Parking Spaces (1) Amend subsection (a) to read as follows: (a) Any person on behalf of any mobility handicapped person or authorized group organization representing the handicapped may request the Board of Public Works to designate a space or spaces for Handicapped Parking. Council Member Taylor made a motion to amend the bill, seconded by Council Member Dombrowski. The motion carried. Council Member Taylor made a motion to pass the bill, as amended, seconded by Council Member Dombrowski. The bill passed by a roll call vote of seven ayes. BILL NO. 96 -78 A BILL AMENDING CHAPTER 16 OF THE MUNICIPAL CODE OF THE_CITY -OF SOUTH BEND TO ELIMINATE RESTRICTED REFUSE COLLECTORS LICENSES. Council Member Dombrowski made a motion to continue public hearing and second reading on this bill until September 25, 1978, seconded by Council Member Taylor. The motion carried. ORDINANCE NO. 6389 -78 AN ORDINANCE APPROVING A CONTRACT BETWEEN THE BUREAU OF WATER OF THE CITY OF SOUTH BEND, INDIANA, AND (1) CLOW CORPORATION, SOUTH BEND, INDIANA, (2) KENNEDY VALVE MANUFACTURING COMPANY, ELMIRA, NEW YORK, AND (3) MUELLER CO., CHATTANOOGA, TENNESSEE FOR THE PURCHASE OF AN ASSORTMENT OF WATER MAIN VALVES, FITTINGS AND HYDRANTS IN THE AMOUNT OF $208,268.58. This bill had second reading. Council Member Serge made .a motion to pass this bill, seconded by Council Member Dombrowski. The bill passed by a roll call vote of seven ayes. ORDINANCE NO. 6390 -78 AN ORDINANCE APPROPRIATING $21,184.00 OF TITLE XX GRANT MONIES FROM THE CITY OF SOUTH BEND CRIME CONTROL FUND FOR VARIOUS YOUTH SERVICE BUREAU ACTIVITIES DURING THE PERIOD JULY 1, 1978 THROUGH JUNE 30, 1979. This bill had second reading. Council Member Taylor made a motion to pass this bill, seconded by Council Member Dombrowski. The bill passed-by a roll call vote of seven ayes. ORDINANCE NO. 6391 - 78 AN ORDINANCE APPROPRIATING $495,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR VARIOUS PUBLIC WORKS PROJECTS TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH THE DIVISION OF COMMUNITY DEVELOPMENT AND THE DEPARTMENT OF PUBLIC WORKS. This bill had second reading. Council Member Serge made a motion to pass this bill, seconded by Council Member Dombrowski. The bill passed by a roll call vote of seven ayes. ORDINANCE NO. 6392 -78 AN ORDINANCE TRANSFERRING THE SUM OF $33,000.00 FROM CD PROGRAM 77 -101 PERSONNEL COSTS TO CD PROGRAM 77 -101 NON - PERSONNEL COSTS IN THE AMOUNT OF $33,000. BOTH COST CATEGORIES BEING WITHIN THE BUREAU OF HOUSING BUDGET FROM THE 1977 COMMUNITY DEVELOPMENT BLOCK GRANT FUND OF THE CITY OF SOUTH BEND, INDIANA. This bill had second reading. Council Member Dombrowski made a motion to pass this bill, seconded by Council Member Taylor. The bill passed by a roll call vote of seven ayes.
