REGULAR MEETING JULY 10, 1978 COMMITTEE OF THE WHOLE MEETING (CONTINUED) BILL NO. 104 -78 A BILL APPROPRIATING $35,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR THE PROVISION OF PUBLIC SERVICES (LEGAL AID); TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT AND THE LEGAL SERVICES PROGRAM OF NORTHERN INDIANA, INC. This being the time heretofore set for public hearing on the above bill, proponents and opponents were given an opportunity to be heard. Mr. Carl Ellison, Director of Community Development, made the presentation for the bill. He said as part of the second and third year Community Developmen Plan, Council approved a project designed to provide comprehensive legal services to low -and - moderate - income residents of the Community Development target areas. He said it has been deter- mined that this project received overwhelming response in terms of applicants and clients served. Council Member Serge made a motion to recommend this bill to the Council favorable, seconded by Council Member Dombrowski. The motion carried. BILL NO. 105 -78 A BILL APPROPRIATING $6,686.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR THE CONTINUATION OF URBAN RENEWAL ACTIVITIES, TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT AND THE DEPARTMENT OF RE- DEVELOPMENT. This being the time heretofore set for public hearing on the above bill, proponents and opponents were given an opportunity to be heard. Mr. Carl Ellison,Director of Community Development, made the presentation for the bill. He said in the 1977 CDBG Plan, $105,000 was allocated for Re- development's administrative cost. However, only $98,314 was appropriated; consequently, $6,686 remains in the fund. He said the appropriation of these remaining resources is now necessary to extend Redevelopment administration through the month of July. He said by granting this appropriation, additional time necessary to transition Redevelopment to project funding will be provided. Council Member Adams made a motion to recommend this bill to the Council favorable, seconded by Council Member Dombrowski. The motion carried. BILL NO. 106 -78 A BILL APPROPRIATING $5,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR VARIOUS PUBLIC PARK PROJECTS TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT AND THE DEPARTMENT OF PUBLIC PARKS. This being the time heretofore set for public hearing on the above bill, proponents and opponents were given an opportunity to be heard. Mr. Carl Ellison, Director of Community Development, made the presentation for the bill. He said this appropriation would be used for general improvements at Kelley Park, such as; rehabilitation of the shelter house, extension of the existing fence; installation of two new pieces of play equipment; and beautification of the general park area and parkway. Council President Parent made a motion to recommend this bill to the Council favorable, seconded by Council Member Dombrowski. The motion carried. There being no further business to come before the Committee of the Whole, Council Member Kopczynski made a motion to rise and report to the Council and recess, seconded by Council Member Dombrowski. Council President Parent welcomed the U.S. Government Adult Education class from Central. BILLS, SECOND READING ORDINANCE NO. 6386 -78 AN ORDINANCE APPROVING THE FORM AND TERMS OF LEASE AND TRUST INDENTURE AND INDUSTRIAL DEVELOPMENT REVENUE BONDS, AND AUTHORIZING THE EXECUTION THEREOF PERTAIN- ING TO GENERAL LIQUORS, INC. This bill had second reading. Council Member Szymkowiak made a motion to pass this bill, secon by Council Member Dombrowski. The bill passed by a roll call vote of seven ayes. ORDINANCE NO. 6387 -78 AN ORDINANCE APPROPRIATING $5,000.00 FROM THE FEDERAL ASSISTANCE GRATN, COMMONLY KNOWN AS GENERAL REVENUE SHARING, FOR VARIOUS PUBLIC WORKS PROGRAMS TO BE AD- MINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF PUBLIC WORKS. This bill had second reading. Council Member Szymkowiak made a motion to pass this bill, seconded by Council Member Adams. The bill passed by a roll call vote of seven ayes.
