REGULAR MEETING JULY 10, 1978 <br />COMMITTEE OF THE WHOLE MEETING (CONTINUED) <br />BILL NO. 104 -78 A BILL APPROPRIATING $35,000.00 FROM THE COMMUNITY DEVELOPMENT <br />BLOCK GRANT FUND, FOR THE PROVISION OF PUBLIC SERVICES (LEGAL <br />AID); TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS <br />DIVISION OF COMMUNITY DEVELOPMENT AND THE LEGAL SERVICES PROGRAM <br />OF NORTHERN INDIANA, INC. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponents <br />were given an opportunity to be heard. Mr. Carl Ellison, Director of Community Development, made <br />the presentation for the bill. He said as part of the second and third year Community Developmen <br />Plan, Council approved a project designed to provide comprehensive legal services to low -and - <br />moderate - income residents of the Community Development target areas. He said it has been deter- <br />mined that this project received overwhelming response in terms of applicants and clients served. <br />Council Member Serge made a motion to recommend this bill to the Council favorable, seconded by <br />Council Member Dombrowski. The motion carried. <br />BILL NO. 105 -78 <br />A BILL APPROPRIATING $6,686.00 FROM THE COMMUNITY DEVELOPMENT <br />BLOCK GRANT FUND, FOR THE CONTINUATION OF URBAN RENEWAL <br />ACTIVITIES, TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH <br />ITS DIVISION OF COMMUNITY DEVELOPMENT AND THE DEPARTMENT OF RE- <br />DEVELOPMENT. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponents <br />were given an opportunity to be heard. Mr. Carl Ellison,Director of Community Development, made <br />the presentation for the bill. He said in the 1977 CDBG Plan, $105,000 was allocated for Re- <br />development's administrative cost. However, only $98,314 was appropriated; consequently, $6,686 <br />remains in the fund. He said the appropriation of these remaining resources is now necessary <br />to extend Redevelopment administration through the month of July. He said by granting this <br />appropriation, additional time necessary to transition Redevelopment to project funding will be <br />provided. Council Member Adams made a motion to recommend this bill to the Council favorable, <br />seconded by Council Member Dombrowski. The motion carried. <br />BILL NO. 106 -78 <br />A BILL APPROPRIATING $5,000.00 FROM THE COMMUNITY DEVELOPMENT <br />BLOCK GRANT FUND, FOR VARIOUS PUBLIC PARK PROJECTS TO BE <br />ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION <br />OF COMMUNITY DEVELOPMENT AND THE DEPARTMENT OF PUBLIC PARKS. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponents <br />were given an opportunity to be heard. Mr. Carl Ellison, Director of Community Development, made <br />the presentation for the bill. He said this appropriation would be used for general improvements <br />at Kelley Park, such as; rehabilitation of the shelter house, extension of the existing fence; <br />installation of two new pieces of play equipment; and beautification of the general park area and <br />parkway. Council President Parent made a motion to recommend this bill to the Council favorable, <br />seconded by Council Member Dombrowski. The motion carried. <br />There being no further business to come before the Committee of the Whole, Council Member <br />Kopczynski made a motion to rise and report to the Council and recess, seconded by Council <br />Member Dombrowski. Council Member Szymkowiak made a motion to pass this bill, secon <br />by Council Member Dombrowski. The bill passed by a roll call vote of seven ayes. <br />ORDINANCE NO. 6387 -78 AN ORDINANCE APPROPRIATING $5,000.00 FROM THE FEDERAL <br />ASSISTANCE GRATN, COMMONLY KNOWN AS GENERAL REVENUE <br />SHARING, FOR VARIOUS PUBLIC WORKS PROGRAMS TO BE AD- <br />MINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS <br />DEPARTMENT OF PUBLIC WORKS. <br />This bill had second reading. Council Member Szymkowiak made a motion to pass this bill, seconded <br />by Council Member Adams. The bill passed by a roll call vote of seven ayes. <br />
