ffam u 1 Doom 0 oil <br />.4 otety <br />COMMITTEE OF THE WHOLE MEETING (CONTINUED <br />BILL NO. 99 -78 A BILL APPROPRIATING $21,184.00 OF TITLE XX GRANT <br />MONIES FROM THE CITY OF SOUTH BEND CRIME CONTROL <br />FUND FOR VARIOUS YOUTH SERVICE BUREAU ACTIVITIES <br />DURING THE PERIOD JULY 1, 1978 THROUGH JUNE 30,1978. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponent <br />were given an opportunity to be heard. Ms. Bonnie Strycker, Director of the Youth Services <br />Bureau, made the presentation for the bill. She indicated they had been granted a contract <br />through Title XX in the amount of $21,184. She indicated they intended to use this money to <br />supplement existing funding for the Bureau. She said part of the funds have been designated for <br />activities such as the campership program and the purchase of uniforms for camp participants. <br />She said another part of the money will be used to pay a stipend to the interns who are helping <br />with the various recreation activities. Council President Parent made a motion to recommend thi <br />bill to the Council favorable, seconded by Council Member Dombrowski. The motion carried. <br />BILL NO. 100 -78 <br />A BILL APPROPRIATING $495,000.00 FROM THE COMMUNITY <br />DEVELOPMENT BLOCK GRANT FUND FOR VARIOUS PUBLIC <br />WORKS PROJECTS TO BE ADMINISTERED BY THE CITY OF <br />SOUTH BEND THROUGH THE DIVISION OF COMMUNITY DEVELOP - <br />MENT AND THE DEPARTMENT OF PUBLIC WORKS. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponent <br />were given an opportunity to be heard. Mr. Carl Ellison, Director of Community Development,made <br />the presentation for the bill. He indicated this appropriation would be used for various street <br />and street related improvements within all six target areas and other "lower" income areas as <br />approved by the Department of Housing and Urban Development. Council Member Szymkowiak made a <br />motion to recommend this bill to the Council favorable, seconded by Council President Parent. <br />The motion carried. <br />BILL NO. 141 -78 A BILL TRANSFERRING THE SUM OF $33,000 FROM CD PROGRAM 77 -101 <br />PERSONNEL COSTS TO CD PROGRAM 77 -101 NON - PERSONNEL COSTS IN THE <br />AMOUNT OF $33,000. BOTH COST CATEGORIES BEING WITHIN THE BUREAU <br />OF HOUSING BUDGET FROM THE 1977 COMMUNITY DEVELOPMENT BLOCK GRANT <br />FUND OF THE CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponent <br />were given an opportunity to be heard. Mr. Carl Ellison, Director of Community Development, mad <br />the presentation for the bill. He indicated this transfer would allow them to deal with certain <br />urgent problems. He said there were five vehicles in the Bureau of Housing fleet that needed <br />replacement. He said they were also trying to secure space to consolidate the Bureau of Housing <br />in one.location. He said these funds would.be used for this purpose. Council Member Adams <br />indicated that the Personnel and Finance Committee would be dealing with the City's vehicle <br />fleet in August, and she asked Mr. Ellison to wait until August before he purchased the five <br />vehicles. Mr. Ellison indicated he would wait. Council Member Adams made a motion to recommend <br />this bill to the Council.favorable, seconded by Council Member Dombrowski. The motion carried. <br />BILL NO.- 102 -78 <br />A BILL APPROPRIATING $500,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK <br />GRANT FUND, FOR PROJECT REHABILITATION GRANTS, TO BE ADMINISTERED BY <br />THE CITY OF SOUTH BEND THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT <br />AND THE BUREAU OF HOUSING. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponent: <br />were given an opportunity to be heard. Mr. Carl Ellison, Director of Community Development, mad( <br />the presentation for the bill. He said this appropriation would be used to continue the housing <br />rehabilitation grant program, established during the first Community Development Program and has <br />continued for three years. He said since initiation of the program, 157 housing units have been <br />rehabilitated. He said a total of 167 eligible applicants remain on the waiting list. He said <br />Project Rehab is an integral part of the administration's neighborhood and housing preservation <br />program. He indicated the maximum grant would remain at $9,000 per unit. Council President <br />Parent made a motion to recommend this bill to the Council favorable, seconded by Council Member <br />Dombrowski. The motion carried. <br />BILL NO. 103 -78 <br />A BILL APPROPRIATING $300,000.00 FROM THE COMMUNITY DEVELOPMENT <br />BLOCK GRANT FUND, TO CONTINUE PROJECT REBATE (HOUSING REHABILITA- <br />TION), TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS <br />DIVISION OF COMMUNITY DEVELOPMENT AND THE BUREAU OF HOUSING. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponent <br />were given an opportunity to be heard. Mr. Carl Ellison, Director of Community Development, mad <br />the presentation for the bill. He indicated that this was an experimental, innovative housing <br />rehab program that has surpassed their expectations concerning public response, acceptance and <br />participation. He said as of June 20, 1978, they had enrolled 328 eligible applications; re- <br />habilitated 235 housing, units; established 47 housing units with work pending; expended $139,900 <br />which renerated $491,200 in rehabilitation work and established a- ratio: of $3.50 of rehab work <br />for every $1 of public money spent. Council Member Szymkowiak made a motion to recommend this <br />bill to the Council favorable, seconded by Council Member Adams. The motion carried. <br />
