REGULAR MEETING JUNE 12, 1978 <br />COMMITTEE OF THE WHOLE MEETING (CONTINUED) <br />BILL NO. 20 -78 <br />A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY <br />KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, <br />INDIANA (CHAPTER 21, MUNICIPAL CODE) (SOUTHWEST CORNER OF <br />INTERSECTION OF IRONWOOD AND IRELAND ROAD.) <br />This being the time heretofore set for public hearing on the above bill, proponents and opponents <br />were given an opportunity to be heard. Mr. Charles Sweeney, attorney for the petitioner, made <br />the presentation for the bill. He described the surrounding area. He said they were going to <br />construct three buildings, one will be used for a bank, one for a retail sotre and the third for <br />a real estate office. Mr. Nohl Lueneburg, 248 village dr., indicated that he was in favor of <br />this rezoning. Council Member Kopczynski made a motion to recommend this bill to the Council <br />favorable, seconded by Council Member Taylor. The motion carried. <br />BILL NO. 28 -78 A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY <br />KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, <br />INDIANA (CHAPTER 21, MUNICIPAL CODE) (1617 BENDIX DR.) <br />Since there was no one in the Chambers to make the presentation, Council Member Adams made a motic <br />to continue this until later in the meeting, seconded by Council Member Kopczynski. The motion <br />carried. <br />BILL NO. 48 -78 A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY <br />KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, <br />INDIANA (CHAPTER 21, MUNICIPAL CODE) (IRONWOOD AND KERN ROAD.) <br />This being the time heretofore set for public hearing on the above bill, proponents and opponents <br />were given an opportunity to be heard. Mr. Jack Dunfee, attorney for thepetitioner, made the <br />presentation for the bill. He described the surrounding area. 'He said they were requesting <br />A -3 High Density Residential zoning. He said this development would consist of single and multi- <br />family dwellings, as well as some commercial stores, similar to the Georgetown Development. <br />Council Member Taylor made a motion to recommend this bill to the Council favorable, seconded by <br />Council Member Miller. The motion carried. <br />BILL NO. 49 -78 <br />A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY <br />KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, <br />INDIANA (CHAPTER 21, MUNICIPAL CODE) (SOUTHWEST CORNER OF <br />PORTAGE AVENUE AND THE INDIANA TOLL ROAD RIGHT -OF -WAY, CITY <br />OF-SOUTH BEND, ST. JOSEPH COUNTY, INDIANA.) <br />This being the time heretofore set for public hearing on the above bill, proponents and opponents <br />were given an opportunity be heard. Mr. Charles Sweeney, attorney for the petitioner, made the <br />presentation for the bill. He described the property to be rezoned. He said this would be used <br />for a single story mall. Council President Parent made a motion to recommend this bill to the <br />Council favorable, seconded by Council Member Taylor. The motion carried. <br />BILL NO. 77 -78 A BILL TRANSFERRING THE SUM OF $86,400.00 FROM ACCOUNT NO. 120.0, <br />SALARIES AND WAGES, TEMPORARY TO ACCOUNT NO. 260.0, OTHER CON - <br />TRACTUALS, IN THE AMOUNT OF $86,400.00. ALL ACCOUNTS BEING WITHIN <br />THE BUREAU OF STREETS BUDGET OF THE MOTOR VEHICLE HIGHWAY FUND OF <br />THE CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponents <br />were given an opportunity to be heard. Mr. Patrick McMahon, Director of Public Works, made the <br />presentation for the bill. He said this transfer would provide adequate funds to address the <br />costs of the City's 1978 Contractual Sweeping Program. He said this will be the first year the <br />City has entered into a contract for street sweeping. He said it was determined that it was to <br />the advantage of the City to transfer the sweeping on main routes to a contractual basis. He <br />said all other sweeping, namely residential areas, will continue to be performed by the Street <br />Department. He said there will be no personnel layoffs as a result of the City having entered <br />into this program. Ms. Karen Gleason, Executive Director of Civic Planning asked what the City's <br />cost would be if they operated the program this year. Mr. McMahon indicated that it would be ap- <br />proximately $182,000. Council Member Adams asked if Mr. McMahon had checked to find out why our <br />city sweepers only average one hundred miles per week. Mr. McMahon indicated he did not have the <br />answer yet. Council Member Adams made a motion to recommend this bill to the Council favorable, <br />seconded by Council Member Dombrowski. The motion carried. <br />BILL NO. 78 -78 <br />A BILL APPROPRIATING $16,020.00 FROM LOCAL ROAD AND STREET FUND <br />TO R &S 7806, LASALLE STREET AND COLFAX AVENUE IMPROVEMENTS, WITHIN <br />THE LOCAL ROAD AND STREET FUND. <br />Mr. Patrick McMahon, Director of Public Works, asked that the next two bills be heard at this t <br />Council Member Adams made a.motion that the Council have public hearing on the next two bills, <br />seconded by Council Member Dombrowski. The motion carried. <br />BILL NO. 79 -78 <br />A BILL APPROPRIATING $2,000.00 FROM.LOCAL ROAD AND STREET FUND <br />TO R &S 7807, WAYNE STREET AND WESTERN AVENUE, WITHIN THE LOCAL <br />ROAD AND STREET FUND. <br />BILL NO. 80 -78 A BILL APPROPRIATING $2,000.00 FROM LOCAL ROAD AND STREET FUND <br />TO R &S 7808, MICHIGAN STREET AND MAIN STREET, WITHIN THE LOCAL <br />ROAD AND STREET FUND. <br />This being the time heretofore set for public hearing on the above bills, proponents and - ,opponent <br />were given an opportunity to be heard. Mr. Patrick McMahon, Director of Public Works, made the <br />presentation for the bills. He said the purpose of these appropriations was to address the costs <br />of preliminary engineering for various streets and intersections in the City of South Bend. He . <br />said a Master Transportation Plan was completed for the City a number of years ago. He said <br />this plan was based on a number of assumptions, which time has proven to be inaccurate. He said <br />the City is required to propose only those projects which are in conformance with the plan, and <br />that it was necessary that the plan be updated on a regular basis. He siad the proposed update <br />would take into consideration the following points: 1) No construction at Madison Street for a <br />bridge over the St. Joseph River. 2) A one -way pair between LaSalle and Colfax, as opposed to <br />a pair using LaSalle and theproposed Madison Street segment. 3) A direct connection between <br />Western and Wayne Street. <br />
