<br />4). A more direct routing of Lincolnway East traffic into and through the Central Business
<br />- District. Mr. Walter Willis, 1119 W. Colfax, indicated the residents of that area were dis-
<br />turbed about the Colfax connector, due to the possibility of truck traffic. Mr. Floyd Carter,
<br />1619'Fassnacht, vice chairman of the Near Northside Neighborhood Organization, spoke against
<br />this study, as well as the proposed Orange - Colfax connector. Mr. Dennis Moran, 711 W. Colfax,
<br />indicated that the citizens never get to see the results of these studies. Mr. Larry Dyer,
<br />727 W. Washington,.spoke againstthe appropriation of money for a study on one -way streets,
<br />when the neighborhood has expressed opposition to one -way streets. Mr. James Harris, 228 N.
<br />Meade, spoke against spending additional money for a study. Council Member Adams indicated
<br />there was no need for more studies. She made a motion that Bill No. 78 -78 be recommended to
<br />the Council unfavorable, seconded by Council Member Kopczynski. Council President Parent in-
<br />dicated that the impact of having one -way streets is not beneficial to a neighborhood. After
<br />some discussion, Council Member Adams withdrew her unfavorable motion, and made a motion to
<br />continue public hearing and second reading on Bills no. 78 -78, 79 -78 and 8078, until the last
<br />meeting in July, seconded by Council Member Kopczynski. The motion carried.

<br />A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY
<br />KNOWN AS THE ZONING ORDINANCE OF'THE CITY OF SOUTH BEND,
<br />INDIANA (CHAPTER 21, MUNICIPAL CODE) (1617 N. BENDIX DR.)
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponents
<br />were given an opportunity to be heard. Mr. Charles Auger, a partner in A &P REalty, made the
<br />presentation for the bill. He said this zoning was being sought to build a warehouse on their
<br />property. He said this was a change in site plan. Council Member Kopczynski made a motion to
<br />recommend this bill to the Council favorable, seconded by Council Member Dombrowski. The motion
<br />carried.
<br />There being no further business to come before theCommittee of the Whole, Council Member Parent
<br />made a motion to rise and report to the Council and recess. The motion carried and the meeting
<br />was recessed at 9:05 p.m.

<br />AND APPROVING OTHER ACTIONS IN RESPECT THERETO.
<br />This bill had second reading. Council Member Taylor made a motion to amend this bill, as amended
<br />in the Committee of the Whole, seconded by Council Member Horvath. The motion carried. Council
<br />Member Taylor made a motion to pass this bill, as amended, seconded by Council Member Dombrowski.
<br />The bill passed by a roll call vote of eight ayes (Council Member Szymkowiak was not in the
<br />Chambers.)
