REGULAR MEETING JANUARY 12, 1978 <br />COMMITTEE OF THE WHOLE MEETING <br />BILL NO. 204 -77 <br />A BILL APPROPRIATING $110,000.00 FROM THE FEDERAL <br />ASSISTANCE GRANT COMMONLY KNOWN AS GENERAL REVENUE <br />SHARING, FOR OPERATING THE DISCOVERY HALL PORTION <br />OF CENTURY CENTER FOR THE CALENDAR YEAR 1978, TO BE <br />ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH THE <br />DEPARTMENT OF ADMINISTRATION AND FINANCE. <br />This being the time heretofore set -for public hearing on the above bill, proponents and opponents <br />were given an opportunity to be heard. Mayor Peter Nemeth, made the presentation for the bill. <br />He said this appropriation was to cover the operating expenses of Discovery Hall. Council <br />Member Kopczynski asked how much a year it will cost to run Discovery Hall in the future. The <br />Mayor indicated the cost will probably go up with the cost of living index. Council Member <br />Kopczynski questioned the use of government funding for this museum. Mr. Richard Welsh, Director <br />of Discovery Hall, indicated he did not know of any museum that was not helped through govern- <br />ment funding. Council Member Miller made a motion to recommend this bill to the Council favorable <br />seconded by Council Member Serge. The motion carried on a roll call vote of eight ayes and one <br />nay (Council Member Kopczynski.) <br />BILL NO. 205 -77 <br />A BILL APPROPRIATING $57,931.00 FROM THE FEDERAL <br />ASSISTANCE GRANT, COMMONLY KNOWN AS GENERAL REVENUE <br />SHARING, FOR THE OPERATION OF THE YOUTH SERVICES <br />BUREAU, TO BE ADMINISTERED THROUGH THE DEPARTMENT <br />OF HUMAN RESOURCES. <br />This being the time heretofore set for public hearing on the above bill, proponents-and opponents <br />were given an opportunity to be heard. Ms. Bonnie Strycker, Director of the Bureau, made the <br />presentation for the bill. She indicated the Bureau has been in operation for four years. She <br />gave a comprehensive report on the work the Bureau was doing for the City. Mrs. Marlene Quigley, <br />1019 N. Francis, spoke in support of this bill and the Youth Services Bureau. Council President <br />Parent thanked Ms. Strycker for the report. Council Member Serge made a motion to recommend this <br />bill to the Council favorable, seconded by Council Member Dombrowski. The motion carried. <br />BILL NO. 206 -77 <br />A BILL APPROPRIATING $290,000.00 FROM THE FEDERAL <br />ASSISTANCE GRANT, COMMONLY KNOWN AS GENERAL REVENUE <br />SHARING, FOR THE OPERATION OF CENTURY CENTER, TO BE <br />ADMINISTERED THROUGH THE DEPARTMENT OF HUMAN RESOUCES <br />This being the time heretofore set for public hearing on the above bill, proponents and opponents <br />were given an opportunity to be heard. Mayor Peter J. Nemeth, made the presentation for the bill <br />He said this money will be used to pay the utility bills at Century Center. Council Member Serge <br />asked how many people were employed at the Center. Mr. Brian Hedman, Director of Century Center, <br />indicated approximately forty people were employed. Council Member Adams indicated she had re- <br />ceived a letter regarding the fact that the City could not pay personnel, out of the Parking <br />Garage Fund, that take care of the parking lot at Century Center. Council Member Serge made a <br />motion to recommend this bill to the Council favorable, seconded by Council Member Dombrowski. <br />The motion carried on a roll call vote of seven ayes and two nays (Council Members Kopczynski and <br />Horvath. <br />BILL NO. 207 -77 <br />A BILL APPROPRIATING $49,460.00 FROM THE FEDERAL <br />ASSISTANCE GRANT COMMONLY REFERRED TO AS GENERAL <br />REVENUE SHARING, FOR THE RIVER BEND PLAZA, TO BE <br />ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH THE <br />DEPARTMENT OF PUBLIC WORKS. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponents <br />were given an opportunity to be heard. Mr. James Seitz, Superintendent of Parks, made the pre- <br />sentation for.-the bill. He said this budget was $6,400 higher than last year, and the major in- <br />crease was for motor equipment. He said all personnel are CETA employees, except the foreman <br />who is paid from the Park Department budget. Council Member Serge made a motion to recommend thi <br />bill to the Council favorable, seconded by Council Member Dombrowski. The motion carried. <br />BILL NO. 210 -77 <br />A BILL APPROPRIATING $36,500 FROM THE FEDERAL <br />ASSISTANCE GRANT, COMMONLY REFERRED TO AS GENRAL <br />REVENUE SHARING, FOR THE POLICE RECRUIT PROGRAM, <br />TO BE ADMINISTERED BY THE CITY OF SOUTH BEND <br />THROUGH THE POLICE DEPARTMENT. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponents <br />were qiven an opportunity to be heard. Mr. Glenn Terry, Division Chief, made the presentation <br />for the bill. He said this will fund the police recruits for the first quarter of 1978. He <br />said based upon the summary of anticipated expenses, they suggest that the bill be amended to <br />$30,500 in the amount requested. Council Member Taylor made a motion to amend the bill to $30,50 <br />wherever it appeared in the bill, seconded by Council Member Adams. The motion carried. Council <br />Member Szymkowiak made a motion to recommend this bill to the Council favorable, seconded by <br />Council Member Dombrowski. The motion carried. <br />BILL NO. 211 -77 <br />A BILL APPROPRIATING $87,183.00 FROM THE ANTI - <br />RECESSION FUND, COMMONLY KNOWN AS THE COUNTER <br />CYCLICAL GRANT, FOR VARIOUS ADMINISTRATIVE AND <br />PUBLIC SAFETY PROGRAMS TO BE ADMINISTERED BY <br />THE CITY OF SOUTH BEND THROUGH THE DEPARTMENT <br />OF ADMINISTRATION AND FINANCE. <br />This being the time heretofore set for public hearing on the above bill, proponents and opponents <br />were given an opportunity to be heard. Mayor Peter J. Nemeth, made the presentation for the bill. <br />He said this bill would cover three major Anti- Recession categories. He said it was a supple- <br />mentary budget for the Mayor's Environmental Center, fund the salary of the Merit Board Coordina- <br />tor, as well as the salary for the Code Enforcement Hearing Officer and his secretary. Council <br />Member Adams asked Mr. Ambler the Code Enforcment Hearing Officer, how long it took to demolish <br />a structure. Mr. Ambler indicated approximately thirty days. Council Member Serge made a motion <br />to recommend this bill to the Council favorable, seconded by Council Member Adams. The motion car <br />ried. <br />
