<br />Be it remembered that the Common Council of the City of South Bend met in the Council Chambers
<br />of the County -City Building on Monday, January 9, 1978, at 7:00 p.m. Council President Parent
<br />presiding. The meeting was called to order, and the Pledge to the Flag was given.
<br />ROLL CALL PRESENT: Council Members Szymkowiak, Miller, Taylor, Kopczynski,
<br />Adams, Dombrowski, Horvath and Parent.
<br />ABSENT: Council Member Serge
<br />Due to the weather, Council Member Kopczynski made a motion to continue this meeting until 4:00
<br />p.m., Thursday, January 12, 1978, seconded by Council Member Horvath. The motion carried.

<br />REPORT FROM THE SUB - COMMITTEE ON MINUTES
<br />To the Common Council of the City of South Bend:
<br />Your sub - committee on the inspection and supervision of the minutes would respectfully re-
<br />port that it has inspected the minutes of the December 19, 1977 meeting of the Council and found
<br />them correct.
<br />The sub - committee, therefore, recommends that the same be approved.

<br />Council Member Serge made a motion that the minutes of the December 19, 1977, meeting of the
<br />Council be placed on file, seconded by Council Member Taylor. The motion carried.
<br />Council Member Taylor made a motion to resolve into the Committee of the Whole, seconded by
<br />Council Member Adams. The motion carried.
<br />COMMITTEE OF THE WHOLE
<br />Be it remembered that the Common Council of the City of South Bend met in the Committee of the
<br />Whole on Monday, January 12, 1977, at 4:09 p.m., with nine members present. Chairman Frank
<br />Horvath presiding.
<br />BILL NO. 208 -77
<br />A BILL APPROVING THE FORM AND TERMS OF LEASE AND TRUST
<br />INDENTURE AND INDUSTRIAL DEVELOPMENT REVENUE BONDS, AND
<br />AUTHORIZING THE EXECUTION THEREOF PERTAINING TO THE REAL
<br />ESTATE VENTURES PROJECT.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent
<br />were given an opportunity to be heard. Mr. Kenneth Fedder, attorney for the Economic Developmen
<br />Commission, made the presentation for the bill. He introduced Mr. Warren McGill, attorney for
<br />the applicant, Real Estate Ventures. He said this facility will be located in the Industrial
<br />Park and will create twenty new jobs in the community. Council Member Serge made a motion to
<br />recommend this bill to the Council favorable, seconded by Council Member Dombrowski. The motion
<br />carried.
<br />BILL NO. 202 -77 A BILL APPROPRIATING $27,425. 00 FROM THE FEDERAL ASSISTANCE
<br />GRANT, COMMONLY REFERRED TO AS GENERAL REVENUE SHARING, FOR
<br />VARIOUS LAW ENFORCEMENT PROGRAMS TO BE ADMINISTERED BY THE
<br />CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF LAW.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent
<br />were given an opportunity to be heard. Mr. Thomas Brunner, City Attorney, made the presentation
<br />for the bill. He said this would continue to fund the legal intern program, the salary of one
<br />deputy attorney, as well as supplement a secretary III, whose salary level was incorrectly set
<br />in this year's budget. Council Member Adams asked how many deputies were in the department.
<br />Mr. Brunner indicated there were eight, including the chief. Council Member Szymkowiak made a
<br />motion to recommend this bill to the Council favorable, seconded by Council Member Dombrowski.
<br />The motion carried.
<br />BILL NO. 203 -77 A BILL APPROPRIATING $53,200.00 FROM THE FEDERAL ASSISTANCE
<br />GRANT, COMMONLY REFERRED TO AS GENERAL REVENUE SHARING, FOR
<br />VARIOUS PUBLIC SAFETY PROGRAMS TO BE ADMINISTERED BY THE CITY
<br />OF SOUTH BEND THROUGH THE DEPARTMENT OF ADMINISTRATION AND
<br />FINANCE.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent
<br />were given an opportunity to be heard. Mayor Peter J. Nemeth, made the presentation for the bil
<br />He said this appropriation was for the Humane Society for services provided for picking up and
<br />housing of stray animals within the City. Mr. Phil Snyder of the Humane Society indicated this
<br />was based on the budget of the Society, and represented a seven percent increase over last year.
<br />Council Member Miller made a motion to recommend this bill to the Council favorable, seconded by
<br />Council Member Parent. The motion carried.
