REGULAR MEETING JULY 18, 1977 <br />COMMITTEE OF THE WHOLE MEETING (CONTINUED) <br />their funding period on an annual basis, and at the completion of such program(s) or project(s). <br />(f) Nothing in this Section shall be construed to apply to funds for which application is made <br />to the Law Enforcement Assistance Agency, or to the submittal of forms required in connection <br />with receiving Motor Vehicle Highway excise tax funds, Cigarette excise tax funds, Alcoholic <br />Beverage Gallonage excise tax funds, or Federal Revenue Sharing grants, or to the submittal of <br />other applications and forms which are mere formal prerequisites of receiving funds allocated to <br />the City. The motion was seconded by Council Member Kopczynski. The motion carried. Council <br />Member Adams made a motion to recommend the bill to the Council favorable, as amended, seconded <br />by Council Member Dombrowski. The motion carried. <br />BILL NO. 67 -77 <br />A BILL FIXING MAXIMUM SALARIES AND WAGES OF APPOINTED OFFICERS <br />AND EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, FOR THE YEAR <br />1978. <br />Council Member Taylor commended Council Member Adams and the Personnel and Finance Committee for <br />their work on this proposed bill. He said he thought the entire Council owed_ a thanks to the <br />committee. He said a lot of time was also spent by Peter Mullen, City Controller and Walter <br />Lantz, Deputy City Controller on this bill. <br />This being the time theretofore set for public hearing on the above bill, proponents and opponeni <br />were given an opportunity to be heard. Mayor Peter J. Nemeth made the presentation for the bill. <br />He said this salary ordinance was a result of negotations that went on with the Teamsters, which <br />reflect a 31� increase for hourly workers. He said that basically works out to 6.8 %. He asked <br />the Council's favorable consideration of these raises. Mr. Peter Mullen, City Controller, asked <br />that the following amendments be made to the bill: Under the Park Department, take forester out <br />of pay group I and add cabinetmaker to that group; pay group II, remove cabinetmaker and add higl <br />range climber; pay group III remove high range climber; pay group IV add animal keeper I; pay <br />group V add animal keeper II; pay group VI eliminate animal keepers class II; change position <br />title of park police chief to park security chief. He asked that under General Classification, <br />the utility commissioner's salary be amended to $2,000. Council Member Adams made a motion to <br />accept these amendments, seconded by Council President Parent. The motion carried. Council <br />Member Adams made a motion to amend the bill as follows: city attorney's salary to $13,243, <br />chief deputy city attorney to $10,425, deputy city attorney to $7,425, hearing officer to $13,42! <br />legal intern III to $4.52 an hour, legal intern II to $4.02 an hour and legal intern I to $3.52 <br />an hour; change controller's salary to $17,000, director of personnel to $14,831, asst. director <br />of personnel to $12,550 and eliminate the position of safety coordinator and change the title to <br />assistant director of personnel and safety coordinator, chief deputy controller to $18,350, <br />fiscal officer to $15,320; Century Center, change director's salary to.$21,766, building engineer <br />to $15,850, Discovery Hall director to $16,850; Department of Human Resources - change director': <br />salary to $15,000, Equal Employment Opportunity director's salary to $16,886; Bureau of Manpower <br />Adm., change director's salary to $19,816, deputy director to $17,816, program review officer to <br />$16,816, coordinator grants and evaluation to $15,200; Human Rights, change director's salary to <br />$16,316; Parks, change superintendent's salary to $18,730, fiscal officer to $15,320, asst. super <br />intendent of Parks to $15,850; Department of Safety, Communications, change director's salary <br />to $16,316; Youth Services Bureau, change director's salary to $16,816; Department of Public <br />Works, change city engineer's salary to $17,000, manager of Design and Administration to $16,760, <br />manager Public Construction to $16,850, and project engineer'to $15,316; Buildings and Permits <br />change sub - standard building director to $15,350; Traffic & Lighting, change manager's salary <br />to $16,350; Utilities, change superintendent IV salary to $15,966, superintendent III to $15,416, <br />superintendent II to $15,166, project engineer to $15,066; Bureau of Water, change director's <br />salary to $19,260, and internal control supervisor to $1,590; Bureau of Waste Water, change <br />manager's salary to $17,066; Bureau of Sanitation, change manager's salary to $16,850 and super- <br />intendent II to $15,566; General Classification, change administrative assistant to the Mayor, <br />to Administrative Assistant for Public Safety at a salary of $18,000; seconded by Council Member <br />Kopczynski. Council President Parent indicated there were three positions where might appear <br />they are receiving no increases, the City Attorney, City Engineer and City Controllor, but these <br />three individuals also receive the Utility Commissioner's salary which was raised from $1,590 <br />to $2,000. The motion carried with Council Members Miller and Szymkowiak opposing. Mayor Nemet] <br />indicated that his administrative assistant's title had been changed, with no salary increase. <br />Council Member Adams indicated that certain members of the Council felt that the position was <br />being used in the public safety area, therefore, the title should be changed. Mayor Nemeth in- <br />dicated the position was not.limited to public safety, and he felt he should receive an explana- <br />tion as to why this was done. Mayor Nemeth indicated that the City Attorney and his Chief Deput, <br />were paid very low in comparison with other legal jobs in the County. Council Member Serge in- <br />dicated he thought the Century Center Building Engineer's salary was too low at $15,850. He saic <br />he thought this position should pay much more due to the responsibilities. After discussion, <br />Council President Parent indicated he would recommend that the Building Engineer's salary be <br />increased if the Administration feels it necessary. Council Member Adams indicated she would be <br />agreeable to a higher salary for the Building Engineer. She said in answer to Mayor Nemeth, re- <br />garding his administrative assistant, that this was a hard decision to arrive at, however, many <br />citizens have complained that we have a person in a policymaking role who is not a resident. <br />Council Member Kopczynski indicated he thought the MSF position was totally underpaid. Council <br />President Parent indicated he would vote favorably for this bill, as amended. He said it was no- <br />perfect and he did not agree with every single amendment. Council Member Taylor indicated he <br />would entertain a motion to change the salary of the Administrative Assistant for public safety <br />from $18,000 to $18,850. Council Member Serge made the motion, seconded by Council Member Szymki <br />The motion failed on a roll call vote of four ayes (Council Members Serge, Szymkowiak, Miller <br />and Taylor) and four nays (Council Members Kopczynski, Adams, Dombrowski and Parent). Council <br />Member Szymkowiak made a motion that the Chief Deputy City Clerk get a raise of $850. The motiol <br />failed due to a lack of a second. Mayor Nemeth indicated he did not accept the explanation re- <br />garding his administrative assistant. Council Member Kopczynski made a motion to recommend this <br />bill, as amended, to the Council favorable, seconded by Council President Parent. The motion ca: <br />ried. <br />iak. <br />
