<br />COMMITTEE OF THE WHOLE MEETING (CONTINUED
<br />BILL NO. 68 -77 A BILL FIXING MAXIMUM SALARIES AND WAGES OF APPOINTED
<br />OFFICERS AND EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA,
<br />WITHIN THE DIVISION OF COMMUNITY DEVELOPMENT FOR THE YEAR
<br />FROM JULY 1, 1977 TO JUNE 30, 1978.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent
<br />were given an opportunity to be heard. Mayor Peter J. Nemeth, made the presentation for the bil
<br />He said the same procedure was followed on this bill, six percent across the board. Council Mem
<br />ber Adams made a motion to amend the deputy director's salary to $16,350, the controller to
<br />$3,000, the engineer to $2,000, chief planner to $16,266, fiscal officer to $15,200 and the dire
<br />for of the Bureau of Housing to $16,266, seconded by Council Member Kopczynski. The motion car-
<br />ried. Council Member Adams made a motion to recommend this bill, as amended, to the Council
<br />favorable, seconded by Council President Parent. The motion carried.
<br />BILL NO. 105 -77 A BILL FIXING THE ANNUAL PAY OF POLICEMEN FOR THE
<br />CALENDAR YEAR 1978.
<br />This being the time heretofore set for public hearing on the above bill, proponents and opponent
<br />were given an opportunity to be heard. Council President Parent, made the presentation for the
<br />b111. He said the Council was faced with a difficult task in negotiating these salaries, and
<br />they resolved it very well. He thanked everyone who helped in these negotiations, as well as
<br />Ron Wilson, the chairman of the Wage Committee for the Police Department. He said this settle-
<br />ment was somewhat similar to that reached with the Teamsters. Council Member Adams made a
<br />motion to amend the ordinance in Section II, paragraph (a) in the last sentence, by removing the
<br />last four works "or for court appearances," seconded by Council Member Serge. The motion car -
<br />ried. Council Member Kopczynski made a motion to recommend this bill to the Council favorable,
<br />as amended, seconded by Council Member Dombrowski. The motion carried.
<br />BILL NO. 106 -77 A BILL FIXING THE ANNUAL PAY OF FIRE FIGHTERS FOR THE
<br />CALENDAR YEAR 1978.
<br />This being the timeheretofore set for public hearing on the above bill, proponents and opponent;
<br />were given an opportunity to be heard. Council President Parent made the presentation for the
<br />bill. He said the Council met a considerable number of times with the Wage Committee. He in-
<br />dicated this bill reflected an $850 increase for all ranks, except the last three ranks which
<br />received a $500 increase. He thanked the Wage Committee for their cooperation. Mr. Dale Wedel,
<br />4031 Woodvale, chairman of the Fire Fighters Wage Committee, thanked the Council for the time
<br />they put in working out this wage agreement. He said the Fire Fighters would like to have it be
<br />stated that in regard to longevity, there is a $100 disparity they would like to have corrected
<br />next year. Council Member Kopczynski indicated that the firemen have behaved as gentlemen and
<br />it was a pleasure to work with them. Council Member Adams made a motion to recommend this bill
<br />to the Council favorable, seconded by Council Member Dombrowski. The motion carried.
<br />There being no further business to come before the Committee of the Whole, Council Member Adams
<br />made a motion to rise and report to the Council, seconded by Council Member Kopczynski. The
<br />motion carried.

<br />AND AUTHORIZING THE EXECUTION THEREOF PERTAINING TO HENRY EDWARD
<br />LOWE.
<br />This ordinance had second reading. Council Member Serge made a motion to pass the ordinance,
<br />seconded by Council Member Dombrowski. The ordinance passed by a roll call vote of eight ayes.

<br />AN ORDINANCE APPROVING THE FORM AND TERMS OF LEASE AND TRUST
<br />INDENTURE AND INDUSTRIAL DEVELOPMENT REVENUE BONDS, AND AUTHORIZ-
<br />ING THE EXECUTION THEREOF PERTAINING TO RHOADES- MARTIN ENTERPRISES,
<br />INC.
<br />This ordinance had second reading. Council Member Serge made a motion to pass the ordinance,
<br />seconded by Council Member Taylor. The ordinance passed by a roll call vote of eight ayes.
<br />ORDINANCE NO. 6193 -77 AN ORDINANCE AMENDING CHAPTER 2, ARTICLE 4, SECTION 2 -27 OF THE
<br />MUNICIPAL CODE OF THE CITY OF SOUTH BEND, INDIANA, COMMONLY RE-
<br />FEERRED TO AS PARTICIPATION IN STATE AND FEDERAL PROGRAMS BY
<br />REQUIRING APPROVAL OF THE COMMON COUNCIL FOR ALL PARTICIPATION IN
<br />SUCH PROGRAMS.
<br />This ordinance had second reading. Council Member Adams made a motion to amend the ordinance,
<br />as amended in the Committee of the Whole, seconded by Council Member Taylor. The motion carried
<br />Council Member Adams made a motion to pass the ordinance, as amended, seconded by Council Member
<br />Dombrowski. The ordinance passed by a roll call vote of eight ayes.
