<br />ORDINANCE AN ORDINANCE FIXING MAXIMUM SALARIES AND WAGES
<br />OF APPOINTED OFFICERS AND EMPLOYEES OF THE CITY
<br />OF SOUTH BEND, INDIANA, FOR THE YEAR 1977.
<br />This being the time heretofore set for public hearing on the above ordinance, proponents and op-
<br />ponents were given an opportunity to be heard. Mayor Peter J. Nemeth made the presentation for
<br />the ordinance. He said he was attempting to professionalize city government, and this extended
<br />through the entire city government from the top to the bottom; consequently, the proposed high
<br />increases were an attempt to maintain the best professional personnel. He said the Common
<br />Council should be commended for their efforts to come up with the fairest and most professional
<br />package. He said as mayor he had the authority to amend the salary ordinance upward, and the
<br />Council can only lower salaries. He indicated he was requesting the Council to consider the
<br />following upward amendments: 24 additional for all hourly workers; and under the Community
<br />Development program;
