<br />This ordinance had first reading. Councilman Taylor made a motion to set the ordinance for public
<br />hearing and second reading on July 28, 1975, seconded by Councilman Horvath. The motion carried.

<br />Mrs. Lee Swan, 2022 South Swygart Avenue, asked about the ratio of policemen to citizens as
<br />reported in the Tribune some time ago. She also wondered if the cadets had any authority on the
<br />Police Department as officers. She wondered why the cadets were allowed to drive police cars.
<br />Councilman Serge stated that he felt the cadets drove the cars to learn the routes, something whic
<br />would be similar to an apprentice program. Mrs. Swan indicated that some cadets had been driving
<br />the cars alone, and she referred to an incident when she had seen a cadet alone in a car checking
<br />the report of a robbery which had taken place. She questioned this. Councilman Nemeth suggested
<br />that a letter be directed to the Chief of Police or the Public Safety Director concerning the
<br />matter. Councilman Newburn wondered if Mrs. Swan might have confused the cadet for a civil defens
<br />officer. Mrs. Swan felt sure the driver of the car was a cadet. She then talked about the illnes
