<br />ZESOLUTION NO. 490 -75 (CONTINUED)
<br />hereto as Exhibit A) requesting forty -two thousand dollars ($42,000.00) in Comprehensive
<br />Planning Assistance pursuant to Section 701 of the National Housing Act of 1954, as
<br />amended, from the United States Department of Housing and Urban Development.

<br />k public hearing was held at this time on the resolution. Mr. William Hojnacki, Director of the
<br />3epartment of Human Resources and Economic Development, explained that the resolution would allow
<br />for the implementation of the 701 Planning Grant which would run from July, 1975, to July, 1976.
<br />this would enable the city to better plan and administer planning and management activities such
<br />as land -use planning, program development activities in the area of housing, etc. He stated that
<br />the grant was not intended to be a "program thing" but was for staff and staff - related activities.
<br />Councilman Miller indicated that he appreciated the outline submitted to the Council members con-
<br />cerning the program. He indicated that the grant more or less supplemented the Community Develop-
<br />ment process. Mr. Hojnacki stated that planning and management went beyond Community Development
<br />and the grant would be utilized for that. Councilman Miller wondered if the same program was
<br />implemented as last year, and Mr. Hojnacki indicated that $42,000 was used last year and this
<br />program was similar but more refined than in the past. Councilman Miller asked if the Mayor's
<br />Administrative Assistant would have her salary paid for from the 701 funds, and Mr. Hojnacki
<br />indicated that the salary was not included. Councilman Miller wondered if her salary was to be
<br />put into the regular city budget, and Mr. Hojnacki indicated that he did not know. Councilman
<br />Serge wondered when the planner position would be filled, and Mr. Hojnacki indicated that the
<br />department was in the process of filling that position.
<br />Councilman Serge made a motion to adopt the resolution, seconded by Councilman Szymkowiak. The
<br />resolution was adopted by a roll call vote of eight ayes (Councilmen Serge, Szymkowiak, Miller,
<br />Taylor, Horvath, Nemeth, Newburn and Parent) with Councilman Kopczynski absent.

<br />ORDINANCE AN ORDINANCE AMENDING ORDINANCE NO. 4990 -68,
<br />AS AMENDED, COMMONLY KNOWN AS THE ZONING
<br />ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA
<br />(CHAPTER 21, MUNICIPAL CODE) - LaSalle, Niles
<br />and Madison Streets.
<br />This ordinance had first reading. Councilman Taylor made a motion to refer the ordinance, along
<br />with the petition, to the Area Plan Commission, seconded by Councilman Horvath. The motion carri
<br />ORDINANCE AN ORDINANCE AMENDING AND SUPPLEMENTING
<br />ORDINANCE NO. 4990 -68, CHAPTER 40 OF THE
<br />MUNICIPAL CODE OF THE CITY OF SOUTH BEND,
<br />INDIANA, FORMERLY REFERRED TO AS ZONING
<br />ORDINANCE NO. 3702, AS AMENDED - southwest
<br />corner of Lincolnway and Twyckenham.
<br />This ordinance had first reading. Councilman Newburn made a motion to refer the ordinance, along
<br />with the petition, to the Area Plan Commission, seconded by Councilman Taylor. The motion carried,
<br />ORDINANCE AN ORDINANCE FIXING THE ANNUAL PAY OF
<br />POLICEMEN FOR THE CALENDAR YEAR 1976.
<br />This ordinance had first reading. Councilman Taylor made a motion to set the ordinance for public
<br />hearing and second reading on July 28, 1975, seconded by Councilman Newburn. The motion carried.
<br />ORDINANCE AN ORDINANCE FIXING THE ANNUAL PAY OF
<br />FIREFIGHTERS FOR THE CALENDAR YEAR 1976.
<br />This ordinance had first reading. Councilman Newburn made a motion to set the ordinance for
<br />public hearing and second reading on July 28, 1975, seconded by Councilman Taylor. The motion
<br />carried.
<br />ORDINANCE AN ORDINANCE FIXING MAXIMUM SALARIES AND
<br />WAGES OF APPOINTED OFFICERS AND EMPLOYEES
<br />OF THE CITY OF SOUTH BEND, INDIANA, FOR
<br />THE YEAR 1976.
<br />This ordinance had first reading. Councilman Newburn made a motion to set the ordinance for
<br />public hearing and second reading on July 28, 1975, seconded by Councilman Taylor. The motion
<br />carried.
<br />ORDINANCE AN ORDINANCE APPROPRIATING $5,825.00 FROM
<br />THE FEDERAL ASSISTANCE GRANT, COMMONLY
<br />REFERRED TO AS GENERAL REVENUE SHARING,
<br />FOR VARIOUS PUBLIC WORKS PROGRAMS, TO BE
<br />ADMINISTERED BY THE CITY OF SOUTH BEND
<br />THROUGH ITS DEPARTMENT OF PUBLIC WORKS.
<br />This ordinance had first reading. Councilman Newburn made a motion to set the ordinance for
<br />public hearing and second reading on July 28, 1975, seconded by Councilman Taylor. The motion
<br />carried.
